Building Con Cuong commune into a service and eco-tourism center of the Southwest sub-region of Nghe An
On the morning of August 15, Con Cuong Commune Party Committee solemnly held the 1st Congress of Delegates, term 2025-2030.
Attending the congress were comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee. Also attending were comrades of the Provincial Party Committee's Executive Committee: Nguyen Thi Thom - Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Committee; Nguyen Van Hai - Deputy Head of the Provincial Party Committee's Internal Affairs Committee.
The congress was also attended by representatives of provincial departments, branches and sectors, along with 245 official delegates representing 1,926 party members from 71 party cells and party committees directly under the commune party committee.
Many positive results in the 2020 - 2025 term
Con Cuong commune was established on the basis of merging Chi Khe, Yen Khe andTra Lan townold of Con Cuong district before. Currently the commune has an area of 155.54km2, population 26,043 people.

The political report presented to the Congress stated that the socio-economic situation of the units before the merger and the whole area after the merger maintained growth momentum, with positive structural changes. The growth rate of total product value in the period 2021-2025 is estimated at 6.8%/year. By 2025, the proportion of services - trade will account for 68.2%, industry - construction 12.8%, agriculture - forestry - fishery 19.0%. Average income per capita is estimated at 41.5 million VND. Annual budget revenue will reach and exceed estimates.
Infrastructure and planning are focused on, many basic procedures for attracting investment are completed. Administrative reform and digital transformation are promoted; 100% of blocks, hamlets and villages have established community digital technology teams; agencies and units use electronic document management systems and deploy digital signatures at 100%.

The cultural, social and social security fields were focused on; the poverty rate decreased to 3.14%; 100 houses for poor and disadvantaged households were built and repaired; 84 "Skilled Mass Mobilization" models were deployed. Party building, inspection and supervision were strengthened; during the term, 2 party organizations and 93 party members were disciplined, contributing to maintaining discipline and order and improving leadership capacity.

In addition, the report also frankly pointed out some limitations such as unsustainable economic growth, lack of synchronous infrastructure, difficulties in developing party members in rural areas, slow implementation of some projects and violations in land management and construction order.
The congress identified the theme: "Promoting the tradition of the historic Tra Lan region; building a clean, strong, united Party organization that operates effectively and efficiently; mobilizing all resources to build Con Cuong commune into an ecological and tourist urban area".
The general goal is to build Con Cuong commune to develop comprehensively and sustainably, becoming a service and eco-tourism center of the Southwest Nghe An sub-region, with gradually synchronized infrastructure, improved people's lives, and solid national defense and security.
The main targets include a growth rate of 10–11%/year; average income of 55–70 million VND/person/year; poverty rate reduced by 0.1–0.16%/year; rate of schools meeting national standards of 92.9%; forest coverage rate of 50%.
The Congress also identified 6 key task groups and 3 breakthroughs including: administrative reform and digital transformation; building a team of high-quality officials; planning for ecological urban development associated with tourism economy and regional connectivity.
Developing the economy in a sustainable direction, taking services - eco-tourism, clean agriculture and forest economy as spearheads.
Speaking at the Congress, comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee praised and congratulated the achievements of the Party Committee, government and people of Con Cuong commune in the past term.
He emphasized that Con Cuong commune has an important position, is the political, economic and cultural center of the Southwest Nghe An sub-region, and has just been established on the basis of merger, so the task is very large, both stabilizing the organization and creating a breakthrough in development.

In order to successfully realize the goals, targets and tasks set by the Congress, the Head of the Provincial Party Committee's Organization Committee requested the new Executive Committee of the Con Cuong Commune Party Committee to focus on quickly perfecting the organization and apparatus after the reorganization, ensuring smooth, effective and efficient operations; promoting internal solidarity, unity of will and action, and upholding the Party's principles, discipline and order.
In addition, it is necessary to concretize the Congress resolution into practical programs and plans, clearly assigning responsibilities, roadmaps and resources for implementation. Develop the economy in a sustainable direction, taking services - eco-tourism, clean agriculture and forest economy as spearheads, while attracting investment in processing industry and suitable small-scale industries.

In addition, focus on planning, land management, resource and environmental protection, combined with synchronous infrastructure construction, urban beautification and advanced new rural construction. Comprehensively develop culture and society, improve the quality of education and health care, ensure social security, sustainable poverty reduction, preserve and promote the cultural identity of ethnic groups. Strengthen national defense and security, maintain social order and safety, ensure a stable environment for development.
