Nghe An proposes to reopen Vinh - Hanoi, Ho Chi Minh City flight routes

On the afternoon of October 8, under the chairmanship of Deputy Prime Minister Le Van Thanh, the Government Office held an online meeting with localities on the implementation of restoring domestic passenger commercial flights nationwide.

At the conference, Comrade Nguyen Van The - Minister of Transport presented the Draft Temporary Guidelines on organizing air passenger transport activities to ensure safe and flexible adaptation, effective control of the COVID-19 epidemic and the Plan.operate domestic flightsAccordingly, domestic air transport will be resumed in 4 phases, applied to localities that have relaxed measures to prevent and control the COVID-19 epidemic.

Phase 1 (up to 10 days from the date of this interim guidance):The frequency on each route for each airline does not exceed 50% of the average of the first 10 days of April 2021 of that airline and there is seat spacing on the plane.

Phase 2 (maximum 10 days from the end of phase 1):The frequency on each route for each airline does not exceed 70% of the average of the first 10 days of April 2021 of that airline (without having to space seats on the plane).

Phase 3 (implemented since the end of phase 2):The frequency on each route for each airline must not exceed the average frequency of the first 10 days of April 2021 of that airline (not including seat spacing on the plane).

Phase 4 (new normal):Mined back to normal.

During the implementation of phases 1 and 2: New routes and routes with a frequency of 1 flight/day of each airline will be operated with a frequency of 1 flight/day; seat spacing on aircraft will be implemented in phase 1. Based on the COVID-19 epidemic situation in localities, on the basis of consensus of the People's Committees of provinces with airports (departure and arrival), the Civil Aviation Authority of Vietnam will decide to adjust the operating frequency according to the phases.

In addition to complying with the "5K" message and health declaration as prescribed by the Ministry of Health, air passengers must:SARS-CoV-2 testhave a negative result within 72 hours (from the time of receiving the result) by RT-PCR or rapid antigen test. In case the customer has received 1 dose of vaccine after 3 weeks or has received full dose of vaccine or has recovered from COVID-19 within 6 months, there is no need to test.

Speaking at the conference, comrade Le Hong Vinh highly agreed with the plan to reopen domestic flights. At the same time, he proposed to initially only operate flights from Nghe An to and from Hanoi and Ho Chi Minh City with a frequency of 2 flights/week.

At the conference, Mr. Le Hong Vinh, Standing Vice Chairman of the Provincial People's Committee, emphasized: Currently, the travel demand of citizens, especially workers returning to their hometowns to avoid the epidemic, is very high, so reopening flights is necessary. However, due to limited infrastructure conditions of quarantine facilities in the province. Therefore,Nghe An proposes to only operate flights for the time beingfrom Nghe An to Hanoi, Ho Chi Minh City and vice versa with a frequency of 2 flights/week for each route.

For flights to Nghe An, apply to Nghe An citizens according to air transport programs and paid centralized quarantine according to regulations, ensuring safety in disease prevention and control. For flights from Nghe An to Hanoi and Ho Chi Minh City, implement disease prevention and control measures of the province or city where the passenger resides.

Nghe An has prepared all conditions to welcome flights and committed to seriously implementing epidemic prevention and control measures according to regulations.
