Mr. Nguyen Xuan Duc - Director of the Department of Planning and Investment said that 2021 is of special importance, being the first year of implementing the Resolution of the Party Congresses at all levels, term 2020-2025 and the 5-year Socio-Economic Development Plan (2021-2025). In the context of the Covid-19 outbreak and negative impacts, the province's socio-economic situation in 2021 still achieved some quite positive results.
The province successfully organized the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.ensure compliance with the law, democracy, transparency, safety, economy and efficiency. The whole province has 3,200 election teams, no election team violated any rules and had to re-vote; the voter turnout rate reached 98.93%.

In the context of the complicated developments of the Covid-19 epidemic, the economic situation still maintains its growth momentum.The agricultural, forestry and fishery production sector continues to develop steadily, supporting the economy. It is expected that in 2021, 20 communes will meet the new rural standards, 24 communes will meet the advanced new rural standards, 2 communes will meet the model new rural standards, and 1 district (Quynh Luu) will meet the new rural standards.
Industrial production still maintained a good growth rate with the Industrial Production Development Index for the first 10 months estimated to increase by 16.03%. In the service sector, export activities are a bright spot with an estimated total export turnover in 2021 reaching about 1,850 billion USD.
State budget revenue in 2021 is estimated at 17,603 billion VND, exceeding 25.42% of the estimate, equal to 98.7% compared to the same period in 2020. Public investment management, planning, and infrastructure and urban development are carried out in accordance with principles and drastically..As of November 20, 2021, the concentrated public investment capital managed by the province has disbursed VND 2,101,886 billion, reaching 66.47% of the plan assigned at the beginning of the year. It is expected that by January 31, 2021, the total disbursed capital will reach 93.09% of the plan assigned at the beginning of the year.

The province has been strongly implementing the work of improving the business environment, attracting investment, supporting and developing enterprises.,Investment promotion activities are implemented flexibly, in depth, and with focus. As of November 20, 2021, the whole province has granted new licenses to 106 projects, adjusted 118 projects, with a total newly granted and increased investment capital of VND 28,072.80 billion; an increase of 41.33% in the number of projects and 2.92 times in the total registered investment compared to the same period in 2020.
Attention has been paid to the work of cultural and social development and ensuring social security, organizing exams seriously and safely in the context of the epidemic; maintaining comprehensive educational quality achievements. As of November 16, 2021, support for 72,871 subjects affected by the Covid-19 epidemic with a budget of VND 106.84 billion has been approved (reaching 64.11% of the subjects, 52.52% of the expected support budget).
In particular, administrative reform work is focused on and implemented synchronously with the motto: "Fast - Correct - Effective" in advising and resolving administrative procedures for people and businesses, shifting from "explaining and justifying" to "solving and resolving", attaching responsibility to leaders and linking it with the evaluation of year-end emulation results. The situation of national defense, security, order and social safety is ensured and maintained.
It is expected that by the end of 2021, 22/28 targets will have achieved and exceeded the planned targets assigned by the Provincial People's Council in Resolution No. 17/2020/NQ-HDND dated December 13, 2020, 6/28 targets will not have completed the planned targets, including an important economic development target, which is the growth rate of total product.
