On the morning of June 22, the Standing Committee of the Provincial People's Council held a regular meeting in June to deploy a number of contents in preparation for the 15th Session of the Provincial People's Council, term XVII, 2016 - 2021. Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting. Attending the meeting were Vice Chairmen of the Provincial People's Council: Cao Thi Hien - Member of the Provincial Party Committee Standing Committee and Hoang Viet Duong - Member of the Provincial Party Committee; members of the Provincial Party Committee Standing Committee: Nguyen Thi Thu Huong - Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture - Society Committee and Phan Duc Dong - Secretary of the Vinh City Party Committee, Head of the Provincial People's Council's Legal Committee; representatives of the Provincial National Assembly Delegation and the Provincial Fatherland Front Committee.

As planned, the 15th session of the 17th Provincial People's Council, term 2016 - 2021, will consider 26 reports and 19 draft resolutions on socio-economic, national defense and security.

Up to this point, the reports and draft resolutions prepared by the Provincial People's Committee and the departments and branches have been sent to the Standing Committee and the Provincial People's Council committees on time as required. On that basis, some contents have been examined by the Standing Committee and the Provincial People's Council committees; the remaining will continue to be examined in the coming time.

Based on the synthesis of proposals from the Provincial People's Council delegates, Vice Chairmen of the People's Council and specialized leaders of the Provincial People's Council committees, at the meeting, the Provincial People's Council Office presented 3 groups of issues that need to be considered and selected for questioning at the upcoming 15th Session.

First group of problemsis the management and implementation of urban land use projects in the province, including handling problems related to the issuance of land use right certificates, home ownership rights and assets on land; construction quality management, administrative management and fire prevention and fighting in high-rise apartment buildings.

Second set of problemsrelated to electricity, including slow handover and repayment of initial investment costs for rural low-voltage power grids; power grid infrastructure still has many shortcomings; electricity prices calculated on a ladder are not suitable for people's living standards.

Third group of problemsrelated to road traffic infrastructure with many degraded and damaged roads in some localities that have not been invested in upgrading or some roads that have been under-invested for a long time.

Accordingly, it is expected that 8 sectors and agencies, including the Department of Construction, Department of Natural Resources and Environment, Department of Industry and Trade, Department of Transport, Department of Planning and Investment, Department of Finance, Provincial Police, and Nghe An Electricity will take the stage to answer questions.

In addition to the responsibilities of the 8 sectors and agencies, districts, cities and towns are also responsible for answering questions from the Provincial People's Council at the meeting.

Based on the opinions of the delegates attending the meeting, Vice Chairwoman of the Provincial People's Council Cao Thi Hien said that the groups of issues expected to be questioned at the 15th session were issues that, although the Provincial People's Council had questioned them, included them in the explanation of the Standing Committee of the Provincial People's Council and conducted supervision before; however, the resolution and handling of the issues raised by the Provincial People's Council were not effective, voters continued to be upset and made repeated recommendations.

This shows that administrative discipline and order are not strict. Although these are difficult and sensitive issues, life demands that state management levels have the responsibility to develop a plan to focus on solving the problems raised by the people.

Concluding this content, agreeing with the opinions of the delegates at the meeting, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council agreed to select 2 groups of issues on management and implementation of urban land use and electricity projects to ask for opinions from the Provincial People's Council to conduct questioning at the upcoming 15th session.

The responsibility for the questioning is for the departments and branches with the State management function related to the groups of issues, including 5 departments, branches and agencies. The content of the questioning focuses on the implementation of the questioning conclusions, the supervision recommendations of the Standing Committee and the Provincial People's Council committees related to the previously issued contents in order to pursue the issues raised by the Provincial People's Council.

The questioning needs to clarify the legal and practical basis to resolve existing problems and shortcomings; the sense of responsibility in implementing the conclusions and recommendations of the Standing Committee and the Provincial People's Council committees of state management agencies at all levels, etc.

Also this morning, the Standing Committee of the Provincial People's Council discussed and commented on the draft report on the results of monitoring the implementation of a number of resolutions of the Provincial People's Council on mechanisms and policies for socio-economic development in the province; at the same time, deploying a number of key tasks in July 2020.
