Nghe An approved land use planning until 2020

(Baonghean.vn) - The Government has just issued Resolutions adjusting land use planning until 2020 and the final land use plan (2016 - 2020) of 13 provinces, including Resolution No. 46/NQ-CP on adjusting land use planning until 2020 of Nghe An.

13 provinces adjusting land use planning include: Ha Nam, Ha Giang, Bac Kan, Bac Giang, Phu Tho, Lang Son, Thanh Hoa, Phu Yen, Quang Binh, Gia Lai, Khanh Hoa, Vinh Phuc and Nghe An.

In Nghe An, the planned agricultural land use by 2020 is 1,454,055 hectares, of which rice land is 101,027 hectares, protective forest land is 365,000 hectares, production forest land is 615,000 hectares, industrial park land is 6,110 hectares, infrastructure development land is 68,328 hectares, unused land is 22,633 hectares.

The Government also approved the conversion of 38,667 hectares of agricultural land to non-agricultural land in Nghe An in the 2016-2020 period, of which 7,747 hectares were converted in 2018, 9,698 in 2019 and 13,958 hectares were converted in 2020.

The Government requests Nghe An to be responsible before the Government and the Prime Minister in converting the purpose of forest land use to other purposes, minimizing the conversion of forest land purposes and in reviewing and checking the current status of land use of protective forests, special-use forests, and production forests that are natural forests before converting land use purposes to implement works and projects according to regulations.

For constructions and projects using protective forest land, special-use forest land, and production forest land that are natural forests and must be reported to the Government or Prime Minister, the report must be sent to the Ministry of Natural Resources and Environment to preside over and coordinate with the Ministry of Agriculture and Rural Development to appraise and submit to the Prime Minister before deciding to change the land use purpose according to regulations.

The People's Committee of Nghe An province directs, inspects and is responsible to the Government and the Prime Minister for using land economically, effectively and in compliance with legal regulations.

Determine boundaries and publicize areas of rice-growing land that need to be strictly protected; regulate resource allocation, first of all the state budget, to ensure benefits between areas with conditions for industrial, urban and service development and areas for protecting rice-growing land and forest land; have appropriate policies and measures to reduce production costs, increase income, so that rice growers can feel secure in production; increase investment in social and technical infrastructure, ensuring consistency and synchronization between areas.
