Nghe An: Reduced 4,396 people working directly with salaries from the State budget

Reduce 56 heads of public service units

In 2019, Nghe An Home Affairs basically completed the set goals, focusing on effectively implementing the contents related to the Resolution of the 6th Conference, Central Executive Committee (term XII) on approving the structure, titles, positions, and number of people recruited for agencies and units. Effectively implementing the Project on organization and apparatus arrangement associated with payroll management.

Accordingly, as of November 2019, the whole province has reduced 6 specialized departments under departments and branches; 56 public service units; reduced at least 56 heads of public service units, 175 civil servants, and 2,293 public employees.

The work of resolving administrative boundary disputes has been carried out vigorously, with 50/50 lines of extra-district communes having been resolved; 175/175 lines of intra-district communes having been resolved (100%).

The Department also advised the Provincial People's Committee to issue Directive 09/CT-UBND dated April 8, 2019 on implementing the key tasks of "Administrative Reform Year" and documents guiding its implementation.

Regarding the task of simplifying and shortening the time to handle administrative procedures, by October 2019, 307 administrative procedures had been simplified and shortened.

The total time cut was 1,424 days, with 158/1,677 administrative procedures simplified, reducing implementation time (rate of 9.42%). The one-stop, one-stop mechanism operates effectively and substantially.

Improve the effectiveness and efficiency of the apparatus

Recognizing and appreciating the results achieved by the provincial Department of Home Affairs in the past year, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa suggested that the department should continue to resolutely advise Party committees and authorities at all levels to urge agencies and units to well implement the Resolution of the 6th Conference of the Central Executive Committee of the Party (12th tenure) on innovation and reorganization of the political system.

The Vice Chairman of the Provincial People's Committee also noted that in 2020, the sector needs to focus on advising on the effective implementation of administrative procedure reform, enhancing the handling of administrative procedures according to online public services at levels 3 and 4; effectively operating the province's one-stop administrative procedure handling software and promoting the reform of the civil service and civil servant regime; thereby, creating clear and positive changes to improve efficiency and effectiveness, building a professional, responsible, dynamic, transparent and effective civil service.

At the same time, the sector needs to focus on the quality of operations of the one-stop shop at the provincial level, putting the Provincial Public Administration Service Center into operation; at the same time, pay attention to the quality of service at the one-stop shop at the district and commune levels; strive to improve the province's administrative reform rankings related to the PAPI and PAXINDEX indexes.

Comrade Le Ngoc Hoa also said that the Provincial People's Committee requested the Department of Home Affairs to continue to advise on the effective implementation of the assessment and determination of administrative reform indexes of departments, branches, People's Committees of districts, cities and towns annually, ensuring objectivity, accuracy and timeliness.

In addition, the industry needs to strengthen inspection, rectification, and ensure discipline in the performance of duties and public services of cadres, civil servants, and public employees in accordance with the spirit of Directive 26/CT-TTg and Directive 17-CT/TU; strictly handle negative manifestations in the work of organizing cadres, especially in the work of planning, recruitment, promotion, appointment, and rotation of cadres, civil servants, and public employees.

At the conference, the Department of Home Affairs also announced the decision on administrative reform index of provincial departments, branches and People's Committees of districts, cities and towns in 2019.

On this occasion, the Ministry of Home Affairs awarded the Emulation Flag to Nghe An Department of Home Affairs and Certificates of Merit to 2 individuals with outstanding achievements during the year. The President also awarded the Third Class Labor Medal to Deputy Director of the Department of Home Affairs Tran Quoc Chung.

Details of the ranking of the Administrative Reform Index at the department, branch and local level of Nghe An province

(Baonghean.vn) - On the afternoon of January 7, the People's Committee of Nghe An province announced the results of the assessment and ranking of the Administrative Reform Index of provincial departments, branches, and sectors and the People's Committees of 21 districts, cities, and towns conducted by the Provincial Appraisal Council. The above results are based on the scores achieved by each agency and unit in implementing administrative reform work and the assessment results through sociological surveys. This is the first time Nghe An has announced this index.
