Nghe An comments on the Draft National Master Plan Report for the 2021-2030 period, with a vision to 2050
(Baonghean.vn) - Nghe An Provincial People's Committee has just sent an official dispatch to the Ministry of Planning and Investment regarding comments on the Draft National Master Plan Report for the 2021-2030 period, with a vision to 2050.
Accordingly, the People's Committee of Nghe An province received Official Dispatch No. 4595/BKHĐT-CLPT dated July 7, 2022 of the Ministry of Planning and Investment on participating in giving comments on the Draft National Master Plan Report for the period 2021-2030, with a vision to 2050; after studying, the People's Committee of Nghe An province basically agreed with the Draft and had some specific comments as follows:
1. On the development direction of priority national tourist areas(page 364)
Kim Lien - Nam Dan Relic Site (Nghe An) is ranked as a special National Relic Site (Decision No. 548/QD-TTg dated May 10, 2012 of the Prime Minister); included in the list of potential locations for the development of National Tourist Areas in 2020, with a vision to 2030 (Decision No. 201/QD-TTg dated January 22, 2020 of the Prime Minister). In the draft of Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, Nghe An province has determined to invest in construction to meet the conditions to be recognized as Kim Lien National Tourist Area (with the core area being Kim Lien Relic Site) in the period 2021-2030. Therefore, it is proposed to consider and supplement "Kim Lien National Tourist Area" to the priority orientation for investment in developing National Tourist Areas in the period 2021-2030.
2. About economic corridors(pages 465 to 471)
In Decision No. 1454/QD-TTg dated September 1, 2021 of the Prime Minister approving the Road Network Planning for the period 2021-2030, with a vision to 2050, the Vinh - Thanh Thuy expressway will be invested in construction before 2030, with a length of 85km, a scale of 6 lanes (the largest scale among expressways in the Central - Central Highlands region). In Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province until 2020, it clearly states: "Promoting the development of Thanh Thuy Border Gate Economic Zone, upgrading Thanh Thuy National Border Gate into an international border gate, becoming an important trade hub with Laos, Thailand, and Myanmar". Therefore, it is proposed to study and add the Thanh Thuy - Vinh - Cua Lo economic corridor to the sub-corridor of the East - West economic corridor linked to the Hanoi - Vientiane expressway with the route option passing through Thanh Thuy border gate.
3. About the dynamic zones(page 472 to page 475)
The North Central and Central Coast regions are divided into the North Central sub-region and the Central Coast sub-region. Of which, the North Central sub-region with an area of about 5.15 million hectares (accounting for 10.5% of the total area of the country) has about 11 million people (accounting for 11.3% of the total population of the country).
In recent years, the area of 3 provinces: Thanh Hoa - Nghe An - Ha Tinh has had rapid economic growth and gradually affirmed its important role in socio-economic development, ensuring national defense and security of the whole country; with key economic sectors associated with the marine economy such as: petrochemical industry, steel, construction materials, deep-water ports, marine logistics services, tourism, agricultural, forestry and fishery development. This is also an area with national parks and biodiversity areas; has the potential to develop national and international eco-tourism and resorts associated with natural landscapes and valuable historical and cultural relics. Therefore, in addition to the dynamic area of Da Nang - Quang Nam - Quang Ngai (belonging to the Central Coast sub-region), it is proposed to study and add the dynamic area "Thanh Hoa - Nghe An - Ha Tinh" (belonging to the North Central sub-region) to promote the role of the North Central region and ensure balance between the two sub-regions.

4. On the driving forces for national tourism development(page 363)
Nghe An proposed the Ministry of Planning and Investment to study and add the Thanh Hoa - Nghe An - Ha Tinh - Quang Binh tourism dynamic area to the draft Planning; this is an area that plays an important role in the development of tourism in the North Central region, focusing on developing sea tourism, eco-tourism, cultural - historical - spiritual tourism with prominent locations such as: Kim Lien Special National Monument Site, Ho Dynasty Citadel, Nguyen Du Memorial Site and intangible cultural heritage of Vi, Giam folk songs of Nghe Tinh, Phong Nha - Ke Bang National Park, Sam Son - Cua Lo - Thien Cam - Nhat Le beaches.
5. On land use orientation(page 483)
In the draft Provincial Planning, Nghe An identified the construction and expansion of the Southeast Economic Zone to become one of the two main driving forces for the province's socio-economic development in the coming time (expanding the total area from the current 20,776.47 hectares to 105,585 hectares) as well as establishing the Thanh Thuy Border Gate Economic Zone to serve the trade needs of Laos. Therefore, it is proposed to add the content of expanding the Southeast Economic Zone to the draft National Master Plan to meet the development requirements of the province; consider and supplement the establishment of the Thanh Thuy Border Gate Economic Zone with an area of 26.74 hectares with the goal of development after 2030.
6. About other contents
- On page 224 about the current situation of the private hospital sector, it is recommended to review and update the data: "Nghe An has 11 hospitals with 529 beds" to "Nghe An has 15 hospitals with 1,861 beds" (data as of the end of 2020).
- On page 351: propose to add the high-tech forestry zone in the North Central region (approved by the Prime Minister in Decision No. 509/QD-TTg dated March 31, 2021) to the orientation of spatial allocation for agricultural and forestry development).
- On page 396 about sea routes, it is proposed to study and supplement the Nghi Son (Thanh Hoa) - Dong Hoi (Nghe An) port cluster to become a gateway port for the North Central region when conditions permit.
- On page 428 (Subsection 1.3.2.3): it is proposed to add the following content: investing in and upgrading the irrigation system, especially irrigation works taking water from large river systems such as the Ca River.
- On pages 488 to 490 (determining prohibited exploitation areas, exploitation areas, and conditional use areas within the marine space during the planning period), it is proposed to add to the map system: (1) Areas requiring special protection: Marine space of Mat Island, Nghe An; (2) Vulnerable and conditional exploitation areas including: National sea shooting range in Quynh Luu district, Nghe An; and marine space area of Ngu Island.
