Nghe An successfully completed the 2022 Provincial Defense and Civil Defense Area Exercise

After a period of active, urgent, and highly responsible preparation and 2.5 days and nights (August 29 to 31), practicing seriously and in accordance with the regulations of the Ministry of National Defense and Military Region 4, the Nghe An Province Defense and Civil Defense Area Exercise was completed according to plan, content, and was a great success.

At the beginning of the conference, on behalf of the Provincial Party Standing Committee, the Steering Committee for the Defense Area and Civil Defense Exercise of Nghe An province, reporting on the results of the exercise, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung - Deputy Head of the Provincial Steering Committee for the Exercise summarized the outstanding results in the preparation for the exercise and the practice of the exercise in terms of operating the mechanism and the actual exercise.

In addition to the achieved results, the Chairman of the Provincial People's Committee also mentioned 3 issues that need to be learned and 5 lessons that Nghe An province learned after implementing the exercise; at the same time, affirmed 5 key tasks that the province will focus on implementing in the coming time.

“Under the direction and support of the Military Region 4 Exercise Steering Committee, along with high political determination and the drastic and synchronous participation of the entire political system, all levels and sectors; the 2022 Nghe An Province Defense and Civil Defense Exercise was a great success, ensuring absolute safety”, the Chairman of Nghe An Provincial People's Committee said; at the same time, affirming that the exercise results achieved are the basis and premise for the Party Committee, Government and People of Nghe An Province to continue to successfully implement the goals and targets of the Resolution of the 19th Provincial Party Congress.

Commenting on the results of the exercise in Nghe An province, on behalf of the Military Region 4 Exercise Steering Committee, Lieutenant General Nguyen Doan Anh - Commander of the Military Region emphasized: Nghe An is the first province in Military Region 4 to organize the Defense Area and Civil Defense exercise this term. This is a large-scale exercise with many components, participating forces, and a large number of troops. The live-fire exercises use a large number of modern weapons and technical equipment.

"It can be affirmed that the exercise was successful, as planned, and ensured absolute safety," Lieutenant General Nguyen Doan Anh assessed; at the same time, he emphasized that through the exercise, there has been a fundamental change in the awareness of the Party Committee, the government and the political system on the viewpoints and tasks of military and national defense; the task of protecting the Fatherland in the new situation; the position, role and drastic participation of the Party Committee, the government and the political system have been promoted in a synchronous and comprehensive manner, creating a combined strength.

The forces participating in the exercise have identified their tasks well, proactively overcome difficulties, closely coordinated in preparing and practicing the exercise, done a good job of ensuring, prioritizing good assurance of budget, facilities and human resources, to focus on the political task of the exercise.

The Commander of Military Region 4 affirmed: Through the exercise, the position and role of the leading cadres of the Party Committees, commanders at all levels and staff agencies at all levels in leadership, direction, administration and command were affirmed and clearly demonstrated; especially the role of the Provincial Party Secretary, Chairman of the Provincial People's Committee, Deputy Secretaries of the Provincial Party Committee, Vice Chairmen of the Provincial People's Committee, directors of departments and branches through the exercise demonstrated their level, intelligence, experience, flexible and creative application between theory and practice; between socio-economics and national defense and security; between peacetime and wartime.

Based on the results of the exercise, the Commander of Military Region 4 requested the leaders of Nghe An province to continue to study and implement well a number of contents, especially continuing to thoroughly grasp the two strategic tasks: building and protecting the socialist Vietnamese Fatherland, doing well the propaganda and education work for cadres, party members, armed forces and people in the province to clearly understand the plots and tricks of hostile forces, the necessity to build the province and district into a solid defense area, as a basis for building a solid defense of Military Region 4.

CONTINUE TO STRENGTHEN POTENTIAL AND REGIONAL POSITIONDEFENSE

Speaking at the summary conference, Nghe An Provincial Party Secretary Thai Thanh Quy - Head of the Provincial Steering Committee for the exercise affirmed: The recognition and praise of the Commander, Head of the Steering Committee for the exercise of Military Region 4 that the Party Committee, Government, Armed Forces and People of Nghe An province achieved during the exercise is a very important motivation for the province to continue to better perform the task of building defense areas and civil defense in the coming time.

The Secretary of the Nghe An Provincial Party Committee affirmed: The Standing Committee of the Provincial Party Committee and the Steering Committee for the Nghe An Provincial Exercise seriously received and fully and comprehensively grasped the comments and assessments of the Commander of the Military Region, especially the existing problems and limitations that need to be learned from during the exercise; focused on directing the good and effective implementation of the 5 key tasks pointed out by Lieutenant General Nguyen Doan Anh to achieve better results in carrying out future tasks.

In particular, the province will continue to direct the dissemination and strict implementation of the Party's guidelines and policies, the State's policies and laws, and resolutions and directives of higher levels and the province on the construction and operation of defense zones and civil defense; create unity in awareness and action of all levels, sectors, cadres, party members and people in promoting the combined strength of building defense zones, deploying disaster response and search and rescue tasks.

Nghe An will also continue to focus on building a contingent of cadres at all levels with sufficient qualities, capacity and prestige to meet the requirements of tasks in the new situation; ensure the successful implementation of the province's economic, cultural and social goals and targets; closely combine the task of economic development with ensuring national defense and security, creating a solid national defense potential, contributing to building a strong national defense.

Comrade Thai Thanh Quy affirmed that, along with focusing on socio-economic development and Party building, ensuring national defense and security is always identified by the province as a regular and important task.

Therefore, based on the analysis of the context, advantages, difficulties and challenges in carrying out this task in the coming time, the Provincial Party Secretary emphasized: Building defense zones, improving disaster response and search and rescue capabilities are more important and need more attention than ever.

Through the 2022 exercise, Nghe An province has drawn many experiences and lessons of important significance in both theory and practice in leading, directing, operating and practicing exercises of the Provincial Defense and Civil Defense Area.

The results of the exercise are the basis for continuing to build, consolidate and enhance the potential and posture in the province's defense area, build armed forces, mobilize the strength of the entire people; at the same time, build and supplement combat plans and technical infrastructure to be ready to respond to situations that arise.

Affirming the success of the 2022 exercise, in addition to the efforts of the Party Committee, Government, Armed Forces and People in the province, on behalf of the Provincial Party Committee Standing Committee, the Provincial Exercise Steering Committee, Provincial Party Secretary Thai Thanh Quy respectfully thanked the close and timely leadership and direction of the Ministry of National Defense, directly the Party Committee, the Military Region 4 Command in the military and defense tasks in general and the process of preparing documents, facilities, forces, and the contents of the exercise in particular.

On this occasion, the Commander of Military Region 4 awarded Certificates of Merit to 20 collectives and 21 individuals with outstanding achievements in performing the task of exercising the Defense Area and Civil Defense of Nghe An province in 2022.
