In 2023, Nghe An province was assigned by the Government, the Ministry of National Defense, and the Ministry of Public Security to call 3,377 citizens to join the Army and the Police. Of which, 3,102 young men joined the Army, assigned to 16 military units including 7 units of the Ministry of National Defense, with 1,120 targets, including: Air Defense - Air Force, Navy, Border Guard Command, Armored Corps, Signal Corps, General Department of Logistics, General Department of Engineering and 9 units of Military Region 4 with 1,980 targets, including: Division 324, Division 341, Artillery Brigade 16, Air Defense Brigade 283, Engineering Brigade 414, Brigade 206, Information Brigade 80, Military School of Military Region 4, Nghe An Provincial Military Command and 275 young men performing their duty to join the People's Police.

Of which, Nghe An province has finalized and issued a call-up order for 3,257 citizens to join the army (officially 3,102 citizens, reserve 155 citizens). Among the young men enlisted, those with health class 1 account for more than 76%; there are 6 party members; 1,315 young men have attended the Party training course; there are 3,251 union members; of which, 677 young men have written applications to volunteer to join the army; 169 young men have university, college and intermediate degrees; 735 ethnic minorities; 187 young men have religion; ...

To ensure the number of soldiers and the health of young men who are about to join the army and participate in military service, localities have had many solutions in the initial and health examination for military service, such as: clinical examination, HIV and drug testing; equipping eye and blood pressure measuring machines for military examination; issuing regulations assigning responsibility to leaders in military recruitment work.
