Nghe An: More than 3,800 party cells in blocks and hamlets will evaluate party members at their place of residence.
(Baonghean.vn) - In 2020, for the first time, Party cells in blocks, villages, hamlets, and communes will evaluate party members who are working regularly and keeping in touch with the party organization and the people where they reside according to Regulation No. 213-QD/TW, dated April 15, 2020 of the Politburo.
According to statistics from the Provincial Party Committee's Organization Board, 3,801 Party cells of blocks, villages, and hamlets (out of a total of 7,893 Party cells in the province) will evaluate working Party members according to Regulation 213 of the Politburo. According to a preliminary review, about 80,000/193,584 Party members in the province are subject to evaluation according to Regulation 213.
Vinh city alone is the locality with the largest number of party members under the 213 category in the province with 17,887 comrades working in agencies, units, and enterprises currently residing in the area. There are 325 block and hamlet party cells in Vinh city that will conduct party member evaluations according to Regulation 213.

Regulation 213 has new features, typically "periodically every year, the Party cell or Party cell secretary (where there is no Party cell) coordinates with the Front work committee to evaluate each Party member currently working and performing their duties at their place of residence in their area". This point shows that the composition of participants in evaluating and commenting on Party members currently working according to Regulation 213 has been expanded, aiming to increase democracy in evaluating and commenting on Party members currently working.
In previous years (according to Regulation 76-QD/TW, dated June 15, 2000 of the Politburo on party members working in agencies, enterprises, and public service units regularly maintaining contact with the Party cell, grassroots Party committee, and exemplary performance of civic duties at their place of residence), the evaluation of party members working only required the opinion of the Party cell Secretary or Deputy Secretary. Now, according to Regulation 213, there are also opinions from comrades in the Party cell committee and representatives of the Front Committee.

Regulation 213It also clearly states the tasks of the grassroots Party Committee where the Party member works, presides over and coordinates with the grassroots Party Committee where the Party member resides to inspect and supervise the Party member in performing his/her duties at his/her place of residence. Annually, the Party Committee and Party cells collect comments and feedback on the Party member's performance of his/her duties at his/her place of residence.
At the same time, the Party Committee where the Party member is working is responsible for notifying in writing the grassroots Party Committee where the Party member resides about Party members of their unit who regularly go on business trips far from their place of residence, are mobile, or have special tasks to coordinate and create conditions for Party members to perform their duties at their place of residence...
