Nghe An mobilizes more than 27 trillion VND to build new rural areas
(Baonghean.vn) - Implementing the National Target Program on New Rural Development, Nghe An has seen many positive changes, the appearance of the New Rural Development is increasingly improving. The whole province has mobilized capital and integrated more than 27 trillion VND.
On the afternoon of June 12, the Central Coordination Office for New Rural Areas, chaired by Mr. Tran Nhat Lam - Deputy Head of the Central Coordination Office, worked with the Provincial People's Committee on the results of building new rural areas in the province. Working with the delegation were Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, Head of the Organizing Committee for the implementation of the National Target Program on building new rural areas in the province and related departments and branches.

According to the report of the Provincial Coordination Office of the National Target Program on New Rural Construction, after 7 years of implementing the National Target Program on New Rural Construction, Nghe An has had many positive changes, the appearance of the New Rural Area is increasingly improving. Capital has been mobilized and integrated to implement more than 27 trillion VND. Up to now, 14.54 criteria/commune have been achieved; 181 communes have been recognized by the Provincial People's Committee as meeting the New Rural Area standards, and 3 communes at the district level have met the New Rural Area standards.
In particular, communes that reached the NTM target in 2017 had no outstanding debts in basic construction.

Nghe An's spirit is to basically pay off all debts in the construction of new rural areas by the end of 2018. Therefore, the province is directing localities to actively auction land, use land use revenue, and leave the remaining part for the district and commune budgets to have a source to pay off debts.
Through the report of Nghe An Office, members of the Central New Rural Area Coordination Office delegation suggested that Nghe An should review and compare the projects with outstanding debts invested by the Central Government, whether they are for the right subjects or not, to promptly report to the Central Government for solutions to handle the debts.
Accordingly, comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee said that after this meeting, the province will direct 20 districts, cities and towns to review once again to have specific data on the outstanding debt, and report specifically to the Central Government.

On behalf of the delegation of the Central Office for New Rural Area Coordination, comrade Tran Nhat Lam highly appreciated the province's efforts in overcoming difficulties to achieve important results in building new rural areas. At the same time, he proposed that the Provincial Steering Committee for National Target Programs continue to promote propaganda, raise awareness, create consensus and promote the role of the people in building new rural areas; focus on supporting production development, improving people's lives; review criteria to effectively implement the period 2018 - 2020; focus on developing production associated with environmental protection, ensuring security and order in rural areas.

Regarding the recommendations and proposals of the province, the working delegation will receive and submit them to the competent authorities for consideration, creating the most favorable conditions for the province to complete the set goals in building new rural areas from now until 2020.
Nghe An needs to determine the nature of outstanding debt, to determine it accurately, including determining the time, date and plan for debt repayment.
The province also needs to have a policy for debt in the commune budget. Localities need to increase socialization in basic construction to reduce debt.
