(Baonghean.vn) - Participating in giving opinions on the draft Circular guiding the implementation of a number of articles of the Charter of the Vietnam Fatherland Front, term IX, 2019 - 2024, Vice Chairman of the Provincial Fatherland Front Committee Le Van Ngoc proposed that the Central Government should clearly stipulate the number of members of the Front Working Committee of the bloc, hamlet, and village and the number of members of the provisional commune Fatherland Front Committee for the merged units.

The Charter of the Vietnam Fatherland Front, term IX, 2019 - 2024, consisting of 8 chapters and 37 articles, stipulates the members, rights and responsibilities of members of the Vietnam Fatherland Front organization; principles of organization, operation, organizational structure of the Vietnam Fatherland Front and Vietnam Fatherland Front agencies at all levels in localities; relationships between the Vietnam Fatherland Front Committees at all levels and between the Vietnam Fatherland Front Committees at all levels and member organizations, state agencies and people; rewards, discipline, operating costs, etc.
Based on the draft Circular guiding the implementation of a number of articles of the Charter of the Vietnam Fatherland Front developed by the Standing Committee of the Central Committee of the Vietnam Fatherland Front, at the conference of the Standing Committee of the Vietnam Fatherland Front Committees of a number of provinces and cities across the country, many opinions were contributed.
The opinions raised a number of practical issues related to the binding responsibilities of individual members of the Vietnam Fatherland Front who are typical individuals; the activities of the Front Working Committee of the block, hamlet, and village; the activities of the advisory council, advisory board, and collaborators of the Vietnam Fatherland Front agencies at all levels; and the disciplinary measures of reprimand, warning, and dismissal of members of the Vietnam Fatherland Front at all levels when they violate discipline.

Particularly for Nghe An, at the conference, on behalf of the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province, Mr. Le Van Ngoc - Vice Chairman of the Provincial Fatherland Front Committee participated in giving comments on many issues arising from practice.
That is, the Notice needs to have specific content and conditions for the dismissal of members of the Vietnam Fatherland Front Committee at all levels to raise the sense of responsibility of the members. Because in reality, besides active members, there are also members who operate moderately.
For Nghe An, there is a regulation that if any member does not attend 2 conferences without reason and does not attend 3 conferences with reason, then the member of the Provincial Fatherland Front Committee will be considered for dismissal.

In addition, Vice Chairman of the Provincial Fatherland Front Committee Le Van Ngoc also proposed that the Standing Committee of the Central Committee of the Vietnam Fatherland Front clearly stipulate the number of members of the Front Working Committee of the block, hamlet, and village and the number of members of the provisional commune-level Fatherland Front Committee when merging 2-3 communes together, because in the period of 2021 - 2025, it will continue to merge administrative units that do not meet one of the two criteria of population and area.
On the other hand, the previous regulation on the term of the Front Working Committee of the block, hamlet, and village was 5 years, but now it is reduced to 2 and a half years, but the draft Circular has not yet specified the time to determine when the term of the Front Working Committee begins.
Therefore, it is proposed that the Standing Committee of the Central Committee of the Vietnam Fatherland Front should stipulate the time to determine the term of the Front Working Committee according to the term of the Party Cell and the time to complete the Front Working Committee is after the time to complete the Party Cell for the new term.
