Previously, from the beginning of March 2022, the Criminal Police Department of the Provincial Police discovered that in Vinh city there was a gambling ring in the form of recording lottery numbers with a daily gambling amount of about 1 billion VND. Faced with the above situation, the Criminal Police Department established a special project to fight.

After a period of investigation and collection of complete documents and evidence, from April 18 to April 26, 2022, the Criminal Police Department presided over and coordinated with professional units of the Provincial Police to successfully crack the case, arresting 5 subjects residing in Vinh city for gambling, including: Dang Kim Oanh (born in 1989), residing in Hung Dong commune; Pham Van Hai (born in 1975), residing in Le Loi ward; Nguyen Thi Loan (born in 1977), residing in Dong Vinh ward; Tran Thi Huong (born in 1983), residing in Truong Thi ward and Ha Thi Nhung (born in 1979), residing in Nghi Phu commune.

It is known that this gambling line consists of three levels of agents, in which Dang Kim Oanh is the one who will receive gambling messages from players from lower-level agents and then synthesize them. After the Northern lottery results are available, Oanh will calculate the winnings and losses for the agents and then notify them via text message.

The police also temporarily seized evidence of 15.1 million VND in cash and 8 mobile phones, initially proving that the amount of money the subjects used for gambling was more than 30 billion VND, and on April 18, 2022 alone, the subjects used 1.05 billion VND for gambling.

Previously, on April 21, 2022, at the house of Vu Van Tinh (born in 1972), residing in Tho Thanh commune, Yen Thanh district, the Criminal Police Department of the Provincial Police coordinated with Yen Thanh district police to catch 9 subjects red-handed gambling by shaking dice, seizing 1 set of white bowls and plates, 4 dice and more than 56 million VND in cash.

In addition to Vu Van Tinh, the remaining 8 subjects also have permanent residence in Tho Thanh commune, Yen Thanh district.
