(Baonghean.vn) - On the morning of June 22, the Provincial People's Committee held an online conference to listen to and give opinions on socio-economic development, national defense, security and foreign affairs in the first 6 months of 2017.

The conference listened to and discussed opinions on 5 topics, of which 3 topics were listened to in the morning and 2 topics were listened to in the afternoon.

At the meeting, Mr. Le Duc Cuong - Chief of Office of the Provincial People's Committee reported on the implementation of the conclusions of the Chairman of the Provincial People's Committee at the online meeting in the first quarter of 2017, March 2017, summarizing the socio-economic situation of districts, cities and towns in the second quarter of 2017 and the conclusions of the Chairman of the Provincial People's Committee, Vice Chairmen of the Provincial People's Committee at the thematic working sessions in May and June 2017.

Accordingly, sectors and localities strengthen direction, supervision and inspection of the implementation of the 2017 plan to ensure progress in all areas. In particular, focus on directing the harvest of spring crops; promoting industrial production and construction; speeding up the progress of key projects such as: VSIP Nghe An, Ton Hoa Sen - phase 2, Port No. 5, 6 Cua Lo Port, cement factories, Ban Mong irrigation... Review the progress of real estate projects, urban areas, social housing, especially key projects. Take care of cultural and social fields, ensure good implementation of social security issues and many other fields.

Next, Mr. Nguyen Van Do - Director of the Department of Planning and Investment reported on the socio-economic situation, national defense and security in the first 6 months of the year, key tasks and solutions for the last 6 months of 2017. The report said: The total product in the province (GRDP) in the first 6 months of 2017 is estimated at 33,482.45 billion VND, up 6.9% over the same period. Of which, the agriculture, forestry and fishery sector is estimated at 8,183.98 billion VND, up 4.64%; the industry - construction sector is estimated at 9,075.36 billion VND, up 10.06% (industry alone is estimated at 5,399.5 billion VND, up 8.02%); the service sector is estimated at 14,494.18 billion VND, up 6.21%.

The economic growth rate in the first 6 months of 2017 was higher than the same period in the last 3 years. In the 3 economic sectors, the agriculture, forestry, fishery and industry - construction sectors had higher growth rates than the same period last year.

Total state budget revenue in the area in the first 6 months of 2017 is estimated at 5,634 billion VND, reaching 48.6% of the estimate, up 16.1% over the same period. Of which: Domestic revenue is 4,964 billion VND, reaching 46.7% of the estimate and up 11.3% over the same period; Revenue from import-export activities is estimated at 670 billion VND, reaching 69.8% of the estimate, up 69.7% over the same period.

Budget expenditure in the first 6 months of 2017 is estimated at 10,278 billion VND, reaching 48.6% of the estimate. Of which, development investment expenditure is 2,350 billion VND, reaching 50.7% of the estimate; regular expenditure is 7,838 billion VND, reaching 48.5% of the estimate.

Foreign affairs activities took place vigorously, ensuring the requirements of foreign politics and foreign security. International cooperation between Nghe An and other countries was strengthened to promote and seek investment opportunities. Some outstanding activities included: Welcoming and working with delegations from Gifu province (Japan), the Chinese Embassy, ​​and the delegation of Sakon Nakhon province (Thailand); Organizing a delegation of Nghe An province to visit and work in Japan; coordinating the organization of the inauguration ceremony of the statue of President Ho Chi Minh in Ulianov (Russian Federation)...

The conference also outlined socio-economic development targets for the last 6 months of 2017 and proposed solutions for effective implementation.

Mr. Tran Khanh Thuc reported on foreign affairs in the first 6 months of 2017, tasks and solutions for the last 6 months of 2017. Accordingly, the last 6 months of the year will focus on the following contents: foreign affairs activities of the Party with Laos; international cooperation tasks, economic diplomacy; organizing the 11th APEC Senior Officials Forum on Disaster Management in Nghe An; the 21st Preparatory Conference of the provinces using Highway 8 and Highway 12 of the 3 countries Vietnam - Laos - Thailand (APOTC)...

After listening to the reports, the delegates attending the conference discussed, contributed and proposed ideas on the results, goals and tasks of socio-economic development in the last 6 months of 2017. In particular, Quynh Luu district proposed to establish a general construction plan for the district; promote investment in the garment factory in Quynh Hong... Tuong Duong district proposed to support passion fruit consumption because the price was too low; the issue of policies for young intellectuals attracted to work in the district; Thanh Chuong district proposed a number of issues related to land auction regulations; foreign affairs with Laos, especially communes and villages that have sister relationships with localities of Laos.

Departments and branches also gave their opinions on many contents such as: strengthening the management of food hygiene and safety, festival activities. Regarding the sharp decline in passion fruit prices, the market basically depends on the consumption of NaFoods factory, there is no stable output, combined with the massive planting of people causing the product volume to increase rapidly, the Department of Industry and Trade in coordination with branches and localities will make efforts to find more consumption outlets to help people.

Regarding some contents related to internal affairs, Comrade Dau Van Thanh - Director of the Department of Internal Affairs said that currently only 20/54 units have developed job position projects. The number of administrative boundary disputes is too large; up to now, 49/50 points outside the district have been resolved (there are still disputes between Nam Can, Ky Son and Luu Kien, Tuong Duong) and 172/175 points inside the district (there are still 3 points in Quynh Luu and Ky Son). Regarding administrative reform, it is recommended that localities and departments issue plans on time, complete reporting work in a timely manner, avoid coping in implementing Directive 26/CT-TTg, the use of public services is still very limited...

Representatives of the Department of Planning and Investment, Department of Information and Communications and Department of Finance also responded to the opinions of departments, branches and localities raised at the meeting. Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee proposed to add some contents to the report submitted to the upcoming People's Council meeting such as speeding up the progress of Vinh sub-urban projects, Bac Hoang Mai road, Ben No. 5 of Cua Lo Port, renovating the international terminal... Breweries in the province contribute the most to the provincial budget, about 1.1 trillion VND, however, the amount of beer consumed by these factories is on a downward trend, affecting the budget revenue, so there needs to be solutions to support businesses in the product consumption stage. Regarding the decrease in passion fruit prices, it is recommended that districts strengthen their work with factories and the Department of Industry and Trade needs to pay more attention and support to find solutions to overcome this.

Concluding the conference, comrade Le Xuan Dai emphasized that some achieved targets need to continue to maintain the development trend; some unachieved targets need to carefully consider the causes and have solutions to overcome them. Seriously promote administrative reform. Organize defense drills to ensure progress, safety and quality. In agriculture, focus on preventing drought and forest fires, focus on summer-autumn crop production. Promote industrial production in some fields; remove difficulties and obstacles for businesses... In the 10 proposed tasks and solutions, it is necessary to pay attention to reviewing the plan targets for the last 6 months of the year to ensure the completion of the set goals./.
