(Baonghean.vn) - People raising dogs must register with the People's Committee at the commune level. This is one of the contents of Plan 708 on implementing the national program to control and eliminate rabies in Nghe An province in the period of 2018 - 2021 issued by the Provincial People's Committee.

During the period 2011 - 2016, each year the country had an average of 92 deaths and about 400,000 people bitten by dogs had to seek preventive treatment, causing direct damage of over 800 billion VND/year.

Nghe An province is one of the localities with the highest number of deaths due to rabies. From 2013 to the end of August 2017, the whole province had 52 deaths due to rabies. All the deaths due to rabies did not go for consultation and anti-rabies serum vaccination.

To prevent rabies, Nghe An Provincial People's Committee issued Plan No. 708 dated November 29, 2017 on implementing the national program to control and eliminate rabies in Nghe An province for the period 2018 - 2021.

The specific goals of the plan are: 95% of communes, wards and towns establish a list of dog-raising households and manage dog herds; the rate of dogs vaccinated against rabies reaches over 85%.

Over 70% of districts have no canine rabies for 2 consecutive years; reduce 60% of districts at high risk of human rabies and reduce 60% of deaths from rabies by 2021 compared to the average number of rabies cases in the period 2011 - 2015.

The implementation contents include managing dog herds; rabies vaccination; post-exposure prophylaxis for humans; rabies propaganda and surveillance; investigation and handling of outbreaks; strict control of dog transportation; construction of rabies-safe zones...

Notably, to manage the dog herd, the dog owner must register the dog raising with the People's Committee at the commune level; declare the raising to the head of the residential group/hamlet/village and commit to keeping (or chaining) the dog within the family's premises; when taking the dog out in public, the dog must be muzzled or chained.

In addition, dog owners are required to vaccinate their dogs and cats against rabies and pay for the vaccination costs. Vaccinated dogs will be given tags and collars to distinguish them from dogs that have not been vaccinated against rabies.

The head of the residential group/hamlet/village shall make a list of households raising dogs and the number of dogs raised and report to the People's Committee at the commune level before each vaccination period (March every year) and report suddenly when there are changes in the number of households raising dogs and the total dog population.

In addition to specific statistics on the number of livestock, propaganda, and mobilizing people to vaccinate their livestock, Nghe An province includes the rabies prevention and control results as a criterion for evaluating and classifying the annual task completion of the People's Committee at the commune level.

Nghe An Provincial People's Committee will support funding for vaccination for the poor in high-risk areas (ethnic minorities, remote areas, and extremely disadvantaged areas); provide free pre-exposure prophylaxis vaccination for high-risk people such as officials working in collecting specimens and administering rabies vaccines for dogs./.
