Nghe An: Many irrigation works do not meet requirements for flood and storm prevention

(Baonghean.vn) - "Nghe An needs to quickly overcome weak points; develop specific rescue plans when there are storms and floods" is the request of Major General Tran Van Nam - Deputy Commander of the Coast Guard Command after inspecting some important irrigation works in flood and storm prevention and control in Nghe An province.

On the morning of July 9, as part of the working program with the People's Committee of Nghe An province on natural disaster prevention and control and search and rescue in 2020, the working delegation of the Central Steering Committee on natural disaster prevention and control led by Major General Tran Van Nam - Deputy Commander of the Coast Guard Command inspected a number of key and critical projects.

In Nam Dan, the delegation inspected the Ba Khe dam project in Thuong Tan Loc commune, which is responsible for irrigating over 100 hectares of crops. Working with the delegation, Mr. Nguyen Truong Thanh - Head of the Irrigation Sub-Department informed: Ba Khe dam is not large but the dam body is very high, while the current state of the project has many damages and shortcomings in flood prevention and control; the traffic road under the dam is narrow, located very low compared to the top of the dam. When it rains heavily, if the flood is released, it will be dangerous for travel and rescue transportation. If an incident occurs, about 500 households in the downstream area will be severely affected.

Before the rainy season, the commune proactively cut down trees to clear the flood drainage system after the spillway; rescue and evacuation plans were also developed specifically and in detail.

The delegation also inspected the key dike of Hung Phu - Hung Khanh, Hung Nguyen district. This is the dike section facing the confluence of two branches of Lam and La rivers, so the flow tends to be perpendicular to the dike. On the other hand, when there is a big flood and a storm, the wind speed here is from 5 to 15 km, causing large waves that are dangerous for the dike. Meanwhile, the wave-breaking bamboo section on the Hung Khanh side is poorly developed; the difference between the dike crest and the dike base elevation on the delta side is large. In some sections, the riverbed tends to erode deeply and close to the foot of the dike, which can cause landslides.

Need to quickly fix weak points

After inspecting the actual works, Major General, Deputy Commander of the Coast Guard Command, stated: This year's weather is forecast to have many unusual and dangerous developments, with many storms hitting the East Sea. Meanwhile, in Nghe An, there are still many important irrigation works that do not meet the requirements for flood and storm prevention.

“The Steering Committee for Disaster Prevention and Control and Search and Rescue of Nghe An province needs to have a plan to direct and coordinate with relevant sectors and localities to quickly overcome vulnerable points; develop specific rescue plans when there are storms and floods; absolutely must not be subjective and underestimate unusual weather developments” - Comrade Tran Van Nam emphasized.
