Nghe An: Allocating and assigning 100% of foreign loans in 2020 to project programs

Continuing to urge the progress of disbursement of public investment capital from foreign loans, on the morning of August 31, in Hanoi, the Ministry of Finance held a national online conference on the disbursement situation in the first 8 months of the year. Comrade Tran Xuan Ha - Deputy Minister of Finance chaired the conference. Also attending were representatives of ministries, branches and connecting points of 63 provinces and cities.

Implementing the Government's direction, from the beginning of 2020 until now, despite many difficulties due to the impact of the Covid-19 epidemic, the Provincial People's CommitteeNghe Anhas promptly issued documents to direct, implement, promote and remove difficulties for the public investment plan. Thanks to that, by August 15, on the basis of the total foreign capital allocated from the central budget to the province in 2020 of 453.5 billion VND, the province has allocated and assigned 100% of the capital to project programs.

The financial authority has entered details for each project on the Tabmis system. Specifically, up to now, foreign capital disbursed under the revenue and expenditure recording mechanism has reached 339,345 billion VND/9 project programs, reaching 100% of the capital plan; foreign capital disbursed under the domestic mechanism is 114,355 billion VND/1 project, reaching 100% of the capital plan; the province's total foreign loans assigned to supplement the 2019 plan are 265.6 billion VND/5 project programs (due to the extension of implementation and disbursement time from 2019 to 2020).

Regarding the disbursement of the capital plan assigned in 2020, according to the provincial Treasury's data as of August 15, the whole province has disbursed 158.64 billion VND/the assigned plan of 453.7 billion VND, reaching 34.97%. It is expected that by December 31, 2020, 209.665 billion VND will be disbursed.

At the conference, the representative of the Ministry of Finance stated the situation.public investment disbursementNationwide, in addition to some localities and ministries achieving high rates, there are still some localities with very slow disbursement progress and low rates.

Next, representatives of some ministries and localities presented the results of their ministries and localities and the difficulties and problems in practice to find solutions; how much will be disbursed from now until the end of the year so that the Ministry can plan to reduce and transfer.

Commenting on the conference forum, the representative of Nghe An Provincial People's Committee highly agreed with the spirit of the conference; at the same time, he said that the reason affecting the province's slow disbursement progress was due to problems with the Government's debt acceptance procedures, so the province did not have a basis for accounting for the transfer of resources; some projects in the province had low disbursement progress because they had just started construction in 2020 and had to carry out many related procedures according to the regulations of the sponsor or had problems with site clearance...

From now until the end of the year, to ensure the disbursement of public investment from loan capital in 2020 according to the direction of the Government and the Prime Minister, the People's Committee of Nghe An province is directing the completion of procedural documents and assigning leaders of departments and branches to be responsible for monitoring the implementation progress of each project.

Based on local practice, Nghe An proposed that the Ministry of Finance and the State Treasury provide guidance on timely revenue and expenditure recording procedures for projects; adjust the medium-term plan for a number of projects that need to supplement the capital plan assigned in 2020 but have not been implemented; propose to transfer and reduce the payment of the additional capital plan assigned in 2019 to the central budget due to the inability to disburse or no longer needed.
