On the afternoon of January 24, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, chaired the regular meeting of January 2018 of the Provincial People's Committee. Also attending were Vice Chairmen of the Provincial People's Committee, members of the committee, and leaders of departments and branches.
At the beginning of the meeting this afternoon, delegates listened to the Department of Home Affairs report on the outline of the 2018 Administrative Reform Project for pilot units implementing administrative reform in the province.
Accordingly, 7 units were selected to implement administrative reform. The project aims to effectively implement administrative reform at agencies and units to improve the effectiveness and efficiency of state management and improve the quality of service to people and businesses.

Specifically, for institutional reform: 100% of registered documents were advised to be issued or issued according to the prescribed authority, of which over 95% of documents were issued on time; 100% of documents under management scope were reviewed as required. Timely advised and proposed to competent authorities to amend, supplement or abolish, cancel 100% of legal documents that are no longer appropriate.
Regarding administrative procedure reform: Review 100% of administrative procedures within the scope of settlement, have them processed or proposed to be processed; Cut or propose to cut 100% of administrative procedures within the scope of management that cause difficulties and inconveniences for people and businesses; Announce 100% of administrative procedures under the authority of the unit when there are changes; Shorten by 20 - 30% the time to settle administrative procedures in the fields of work of the department and branch. All recommendations and reflections on administrative procedures are received and processed promptly.

In addition, the project sets out goals and solutions for reforming the organizational apparatus, building and improving the quality of cadres, civil servants and public employees, reforming public finance and modernizing administration.
Considering that the development and implementation of the project is very important, speaking at the meeting, delegates basically agreed with the issues raised by the project; at the same time, they gave comments on the content of the topics that the project needs to be revised, in order to create efficiency when implementing. According to Director of the Department of Science and Technology Tran Quoc Thanh, it is necessary to give some specific indicators for comparison; focusing on clarifying the number of participating agencies, time and specific procedures.
Director of the Department of Transport Nguyen Hong Ky said that state administrative procedures are related to information technology, and each agency has its own characteristics, so it is recommended that each department has its own project. Regarding traffic safety violations, the transport sector will coordinate with the provincial police to build a center for handling violations and issuing fines. All operations related to handling overloaded vehicles and traffic safety violations will be strictly handled, adjusting awareness of traffic law compliance, thereby increasing budget revenue for the province.

Concerned about the practical effectiveness after administrative reform, the Director of the Provincial Police, Colonel Nguyen Huu Cau emphasized that we should focus on practical content, without the need for long, difficult-to-follow theoretical sentences. After building a pilot project for 7 departments, we need to publicize how many unnecessary paperwork procedures we have reduced, how many sub-licenses we have withdrawn, the implementation time as well as the qualifications of officials when interacting with citizens, and how satisfied are the people?
Vice Chairman of the Provincial People's Committee Le Xuan Dai suggested that it is necessary to clarify what the biggest bottleneck is at present, with the two most important contents in administrative reform being administrative procedures and the quality of civil servants. Therefore, the project needs to be concise, practical, and avoid unnecessary spreading.

After listening to the opinions of the delegates, Chairman of the Provincial People's Committee Nguyen Xuan Duong spoke, basically agreeing with the project proposed by the Department of Home Affairs, emphasizing the need for a model project, but each department and sector has a specific project; according to the characteristics of the industry and profession, each department and sector builds its own goals to strive to implement. It is possible to select a number of work areas to simplify administrative procedures and shorten the processing time. It is recommended that the Department of Home Affairs complete the project based on the comments of the delegates so that the Provincial People's Committee can issue a model project to implement administrative reform in the period of 2018 - 2020.
Also this afternoon, the meeting listened to and gave opinions on the Draft Directive of the Provincial Party Standing Committee on strengthening the Party's leadership in the struggle to protect human rights in the new situation, the Project of the Provincial People's Committee on the struggle to protect human rights; Draft plan to implement Resolution 08-NQ/TU of the Provincial Party Standing Committee on strengthening the Party's leadership in environmental protection; Plan to allocate capital for the National Target Program on new rural construction in 2018.
