(Baonghean.vn) - Despite the request to stop business for non-essential service businesses, billiards club 1983 (Trang Than hamlet, Dien Phuc commune, Dien Chau district) is still open to welcome customers.

On May 14, 2021, the Chairman of Dien Chau District People's Committee issued Decision No. 1306/QD-XPVPHCadministrative sanctionsin the medical field for non-essential service business establishments that do not comply with the request to stop business to prevent and fight the epidemic in Dien Phuc commune, Dien Chau district, the amount of 15,000,000 VND.

According to Official Dispatch No. 2732/UBND-VX dated May 6, 2021 of the People's Committee of Nghe An province on the temporary suspension of some non-essential services and strict implementation of measures to prevent and control the Covid-19 epidemic, at about 20:38 on May 8, 2021, the Working Group of Dien Phuc Commune Police organized a patrol and inspection and discovered that in the 1983 billiards club (Trang Than hamlet, Dien Phuc commune, Dien Chau district, Nghe An province) there were about 10 customers playing billiards.

The working group has drawn up a record of administrative violations and prepared a file to propose the Chairman of the District People's Committee to issue a decision to fine Mr. PQP (born in 1981, Trang Than village) for the act of "Not temporarily suspending business and service activities in public places according to the requirements of Covid-19 epidemic prevention" in violation of the provisions of Point c, Clause 3, Article 12, Decree 117/2020/ND-CP dated September 28, 2020 of the Government on administrative sanctions in the health sector, the amount of VND 15,000,000.

Specifically, Clause 3, Article 12 stipulates:

“3. A fine of from VND 10,000,000 to VND 20,000,000 shall be imposed for one of the following acts:

a) Failure to implement the decision to temporarily suspend the operation of public food service establishments that pose a risk of spreading epidemics in epidemic areas;

b) Failure to implement the decision to apply measures prohibiting the trading and use of foods that are vectors of disease transmission;

c) Failure to implement the decision to apply measures to restrict mass gatherings or temporarily suspend business and service activities in public places.
