Nghe An: Implementing the program to mobilize and support the construction and repair of houses for more than 15,000 poor households with housing difficulties

(Baonghean.vn) - On the morning of April 14, the Steering Committee of Nghe An province on mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in Nghe An province held an online conference to disseminate documents for implementation.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council, Head of the Provincial Steering Committee chaired the conference.

Attending the conference were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee, Deputy Head of the Provincial Steering Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee, Deputy Head of the Provincial Steering Committee; Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province, Deputy Head of the Provincial Steering Committee and members of the Provincial Steering Committee.
The conference was connected to 433 points from the province to the district and commune levels (including 410 commune-level points) with 9,950 delegates who were members of the Provincial, District, and Commune Steering Committees and village and hamlet working groups attending.

MORE THAN 551 BILLION VND REGISTERED FOR SUPPORT

Currently, the whole province still has 55,348 poor households (6.41% of the population) and 53,571 near-poor households (6.2% of the population), of which over 15,000 households have the need to build and repair houses.

On February 4, the province successfully organized the Launching Ceremony to mobilize and support the construction and repair of houses for the poor and people with housing difficulties in the period of 2023 - 2025. Up to now, the system of directive documents, plans and instructions has been deployed synchronously and in detail by the Provincial Steering Committee.

The conference was held to thoroughly grasp the spirit, content, tasks, methods, unify awareness and action in implementing the program with the goal of striving to call for and mobilize support for building new houses and repairing houses according to the roadmap.

Of which, in 2023, 5,500 houses will be supported (5,000 new houses will be built, 500 houses will be repaired); in 2024, 5,000 houses will be supported (3,500 new houses will be built, 1,500 houses will be repaired) and in 2025, 5,200 houses will be supported (700 new houses will be built, 4,500 houses will be repaired).

Provincial and 100% of district-level units have established Steering Committees, many units have started to implement the program very drastically and effectively, typically: Provincial Police, Ky Son, Tuong Duong, Que Phong.

As of April 12, 2023, the total number of registered houses for construction and repair support under the campaign program was 10,782 houses, equivalent to VND 551.093 billion. After more than 2 months since the launch, the whole province has built and repaired 1,200 houses (including 1,194 new houses and 6 houses repaired).

The conference listened to Comrade Vo Thi Minh Sinh - Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province, Deputy Head of the Provincial Steering Committee, disseminate Directive No. 21-CT/TU dated February 10, 2023 on strengthening the Party's leadership in mobilizing and supporting the construction and repair of houses for the poor and people with difficult housing circumstances and Plan No. 01 of the Provincial Steering Committee to implement the Mobilization and Support Program.

At the conference, leaders of some localities at district, commune, village, hamlet levels and the Provincial Police spoke to discuss and exchange the implementation work, progress of implementation, some experiences and good practices in the process of implementing the program...

IMPLEMENTATION MUST BE IN ACCORDANCE WITH THE PEOPLE'S WILL

Concluding the conference, citing data on poor households in the province, especially 15,300 households facing housing difficulties who are eager to settle down, Provincial Party Secretary Thai Thanh Quy - Head of the Provincial Steering Committee emphasized the need to consider the program of mobilizing and supporting the construction and repair of houses for the poor and people facing housing difficulties in the province as an important and key task in the 2023 - 2025 period, in order to implement and achieve the set goals.

With that mindset, the head of the Provincial Party Committee requested to enter the fight with high political determination, drastic, specific, methodical and serious actions. In particular, currently, the whole province has only 173/460 commune-level units establishing steering committees, 563/3,801 blocks, hamlets, villages and hamlets establishing working groups, so it is necessary to establish them soon to implement this meaningful and profound program; contributing to the successful implementation of the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025 in the province and the Resolution of the 19th Provincial Party Congress.

The Provincial Party Secretary clearly emphasized the viewpoint that the program must be implemented in accordance with the people's wishes. Therefore, in the implementation, we must not chase after achievements, leading to poor quality houses that cannot be used for a long time; but must ensure the quality of the supported housing according to the "3 hard" criteria (hard foundation, hard frame, hard wall, hard roof) and high durability. At the same time, we must absolutely not create additional burdens for the poor, poor households, and households with housing difficulties to benefit from.

Along with the support level of 50 million VND/house for new construction, the steering committees at all levels need to take drastic action, mobilize more contributions from the community, clans, and localities; and must not let beneficiary households bear the additional burden of debt when building houses.

The Head of the Provincial Steering Committee also noted that during the implementation process, there must be absolutely no harassment or difficulty for beneficiary households; absolutely no profiteering; and no violations must occur.

In particular, the selection of supported housing models must listen to the wishes of the people. Currently, the prefabricated housing model is being implemented in mountainous districts and difficult border areas very effectively; through records, people are very excited to welcome it because it is suitable for the conditions.

However, the Provincial Party Secretary noted that this model should not be applied to the entire province, but must listen to the wishes of the people, especially when implemented in the districts of the delta. Households can choose prefabricated housing options or standard designs approved and issued by the Department of Construction, or refer to popular housing models in the locality to choose the scale and form of housing suitable to the specific circumstances of each household.

Citing vivid examples from the recent practice of building houses for poor households in Ky Son, Tuong Duong, Que Phong, etc., which has become a festival, the Provincial Party Secretary and Head of the Provincial Steering Committee noted that not only must the entire political system be mobilized, but the strength of the entire population must also be promoted to help poor households and households with housing difficulties.

Participating agencies and units, especially the steering committees at district and commune levels; working groups in villages, hamlets, blocks, and communes need to coordinate smoothly, assign tasks and tasks clearly; especially working groups in villages, hamlets, blocks, and communes need to promote a very important role in reviewing and selecting poor households to benefit; deploying and receiving resources; developing plans to mobilize, assign, arrange forces, and organize implementation.

In front of thousands of delegates attending at more than 400 locations across the province, Provincial Party Secretary Thai Thanh Quy hoped that delegates would uphold their sense of responsibility, determination, and determination, and participate in a systematic manner, so that this meaningful program would become a movement and a festival for the entire people to care for the poor, help them have a place to settle down and work, and escape poverty; thereby contributing to building Nghe An province to both develop its socio-economy and ensure social security.
