(Baonghean.vn) - The mobilization and transfer of teachers has been carried out in many localities in the province for many years. However, this is a "sensitive" issue and does not always receive the consent of teachers.

In order for the mobilization, rotation, secondment, and transfer of civil servants, public employees, and education and training sectors to comply with regulations, on October 26, 2019, the People's Committee of Nghe An province issued Document No. 7602/UBND - VX directing this issue with 3 important contents.

Accordingly, the Chairman of the Provincial People's Committee requests the Chairmen of the People's Committees of districts, cities and towns:

Specifically, for principals and vice principals, rotation and secondment are carried out according to Articles 50, 52 and 53 of the Law on Civil Servants and a number of provincial documents on appointment, reappointment, rotation, transfer, secondment, resignation and dismissal of cadres, civil servants and public employees in administrative agencies, public service units and school charters at all levels.

For the rotation between favorable areas and extremely difficult areas, it is implemented according to Clause 1, Article 9, Decree 61/2006/ND-CP dated June 20, 2006 of the Government on policies for teachers and managers in specialized areas, areas with difficult economic and social conditions and some related documents. The rotation period is 3 years for women and 5 years for men. At the end of the working term, the competent educational management agency shall arrange for the rotation to return to the last place of residence and work before the rotation to the difficult area or create conditions for teachers to contact for job transfer according to their wishes.

For local teacher surplus or shortage, the secondment period shall not exceed 3 years. Absolutely do not transfer or second to units that have enough or surplus teachers.

In addition, transfer is possible according to personal wishes if the transfer application is suitable with the educational institutions.

Monday,The annual recruitment plan is only arranged for educational institutions with shortages, educational institutions located in difficult and remote areas of the district. Candidates must have a long-term commitment to serve, at least 5 years or more.

Tuesday,The District People's Committee shall make a list of teachers and staff expected to be transferred or rotated (with supporting documents attached) to the Department of Home Affairs to monitor and direct the implementation.
