(Baonghean.vn) - The People's Committee of Nghe An province has just issued Directive No. 19/CT-UBND dated September 20, 2022 on rectifying and improving the effectiveness of ensuring traffic safety and order. It strictly prohibits cadres, party members, civil servants, and public employees from influencing or interfering with the inspection and handling of traffic safety and order violations by functional forces.

In recent times, with the drastic participation of the entire political system, the situation of order and traffic safety (ATGT) in the province has changed positively, traffic accidents have been controlled and reduced compared to the previous year. However, through monitoring, the situation of traffic accidents (TNGT) in the province is still complicated; the number of cases and deaths due to traffic accidents remains high.

Some of the main causes leading to the potential risk of traffic accidents are: The awareness of compliance with traffic safety laws of a part of traffic participants and drivers is still limited, traffic safety violations still occur frequently, especially behaviors such as: using alcohol, stimulants while driving; not obeying traffic signs and signals, speeding, driving in the wrong lane, road section, carrying overloaded or oversized goods, arbitrarily renovating; changing the size of the vehicle's walls and trunk... In many cases, violators are officials, civil servants, and workers in agencies and units.

The dissemination of laws on traffic safety and order in some units and localities has not created a widespread impact and is not effective. Some local authorities and functional agencies have not really intervened to promptly prevent and strictly handle traffic safety violations, and the situation of encroachment on the roadside is still common...

In order to promptly rectify the above situation and improve the effectiveness of ensuring traffic safety and order in the coming time, especially in agencies, units and localities in the province. In Directive No. 19/CT-UBND, the Provincial People's Committee requests:

-Directors of departments, heads of sectors, organizations, heads of agencies, units and localities:It is necessary to enhance the leadership and direction role in ensuring traffic safety and order; at the same time, thoroughly educate cadres, party members, civil servants, union members, and members of socio-political organizations to be exemplary in implementing regulations on ensuring traffic safety and order. Strictly handle units, cadres, civil servants of state management agencies that violate regulations on ensuring traffic safety and order as well as in performing official duties. At the same time, strictly prohibit cadres, party members, civil servants, and public employees from the provincial level to the commune, village, block, and hamlet levels from influencing or intervening in the handling of violations of traffic safety and order by the force directly inspecting and handling violations of traffic safety and order. Determined to create changes in compliance with regulations on traffic safety and order within agencies and organizations, attaching the responsibility of the heads of the government and localities in ensuring traffic safety and order.

- Provincial Police:

Direct the police of units and localities to strengthen patrols and control, strictly handle violations of traffic safety order, focusing on acts with high risk of causing traffic accidents, such as: Violating alcohol concentration, speed; drivers with drugs in their bodies; overloaded or oversized cargo vehicles, arbitrarily changing the size of the walls and containers; inland waterway vehicles carrying goods beyond the safe waterline, without registration or inspection, carrying goods without invoices or documents...

In the process of handling traffic violations, for violators who are civil servants, public employees, armed forces, or party members, in addition to handling them according to regulations, the police of units and localities must be directed to fully report the violations to the agencies, units, and party organizations.gof the violator to handle responsibility according to regulations.

Coordinate with relevant units to continue reviewing and assessing the current status of traffic routes to propose to competent authorities to promptly remedy unreasonable traffic organization, resolve "black spots", complex traffic routes, potential traffic accident risks and keep records to monitor the remedy. In case after 2 proposals but no remedy is organized or there is no response on the reason for not remedying, causing serious consequences, it is necessary to advise on strict handling in accordance with the provisions of law. Direct to speed up the investigation progress, strictly, promptly and legally handle traffic accidents to serve social prevention work.

- Department of Transport:

Tighten management of transport business activities, strengthen inspection and examination of compliance with regulations on transport business by automobile; continue to promote vehicle load control activities, check the size of vehicle body according to authority; prioritize checking load, size of vehicle body and body at the place of departure or near warehouses, ports, yards, material mines, places where goods are gathered onto cars; in which, focus on vehicles carrying sand, soil, and construction stone on provincial roads.

Directing to step up inspection, examination and close supervision of training, testing and issuance of driving licenses; rectifying the inspection of road motor vehicles at inspection centers in the province (resolutely not inspecting vehicles with extended walls, vehicle bodies, or vehicles that do not meet technical safety conditions...).

Strengthen the inspection and control of compliance with legal regulations on inland waterway traffic safety, resolutely suspend the operation of ports, wharves and inland waterway vehicles that do not fully comply with legal regulations. Review and advise the Provincial People's Committee to issue regulations on the management of tourist transport activities by inland waterways; regulations on the management of floating restaurants and means of entertainment,gwater recreation in the area.

Strengthen inspection, supervision, monitoring and guidance for localities and relevant units in clearing violations and preventing re-encroachment of road and railway traffic safety corridors in the whole province according to the content of Resolution No.27/2001/NQ-HDND dated December 9, 2021 of the Provincial People's Council and Plan No. 36/KH-UBND dated January 20, 2022 of the Provincial People's Committee; propose to handle responsibilities for organizations and individuals that cause violations according to regulations.

Preside over and coordinate with sectors and People's Committees of districts, cities and towns to review and handle (or propose solutions to handle) "black spots", spots with potential risks of accidents and traffic jams; review and propose funding to improve traffic organization, warning systems, and driver guidance in conditions of long, steep mountain passes and many curves on roads in the province, especially roads in mountainous districts.

- Department of Education and Training:

Direct schools to strengthen coordination with parents to regularly remind and educate children to voluntarily comply with traffic rules, wear helmets when riding motorbikes or scooters; not to drive motorbikes or scooters when underage or without a driver's license; not togWhen allowing their children to drive motorbikes or scooters when they are underage, the head of the general education institution is required to sign and make a commitment with the parents to ensure traffic safety for their children.

Coordinate with relevant agencies and units to strengthen propaganda and instruct students on safe traffic skills with motorbikes, electric motorbikes, electric bicycles, and bicycles suitable for each grade level, and at the same time, replicate the model of "Traffic safety school gate", contributing to raising awareness of parents and students when participating in traffic.g.

- Department of Health:

Coordinate with the Department of Transport to strengthen inspection and closely monitor health check-ups and establish periodic health monitoring books for drivers in accordance with regulations, improve the capacity of existing medical facilities, and ensure access and emergency care for accident victims.gtraffic according to regulations.

Strengthen inspection and closely monitor health examinations for drivers at transport businesses and learners at driving training facilities; promptly notify authorities when detecting drivers causing traffic accidents using beer, alcohol or stimulants.

- CChairman of People's Committee, Head of Traffic Safety Committee of districts, cities and towns:Promote the spirit and responsibility of leaders, regularly inspect the implementation of traffic safety work of affiliated agencies and units.

Directing district-level departments, offices and units to effectively carry out propaganda and mobilization work.g, committed to complying with traffic safety regulations; directed the district-level police force to strengthen the organization of patrols, control, and strictly handle violations of traffic safety order on routes under its management.

The Provincial People's Committee also requested the Provincial Vietnam Fatherland Front Committee, Provincial Youth Union, Provincial Labor Federation, Provincial Red Cross, Provincial Women's Union, Provincial Veterans Association, Provincial Farmers' Association; press and radio agencies to step up propaganda, dissemination and education of laws on road, railway and inland waterway traffic safety and order; disseminate widely and deeply to all subjects, especially youth, workers, students, civil servants, public employees, laborers, passenger and freight drivers; promote the role of socio-political organizations to promote the implementation of the campaign.The movement "All people participate in ensuring traffic order and safety" is practical and effective.
