(Baonghean.vn) - At 8:00 p.m. today, October 5, the Steering Committee for Disaster Prevention and Search and Rescue of Nghe An province issued telegram No. 13 on proactively responding to tropical depression.

According to the National Center for Hydro-Meteorological Forecasting, the low pressure area in the East Sea has strengthened into a tropical depression.tropical depression(ATNĐ).
At 4:00 p.m. on October 5, the center of the tropical depression was at about 12.5 degrees North latitude; 117.2 degrees East longitude, about 360km northeast of Song Tu Tay Island (Hoang Sa archipelago), the strongest wind near the center of the tropical depression was level 6, gusting to level 8.

Forecast in the next 24 - 48 hours, the tropical depression is likely to strengthen into a storm. Disaster risk level: level 3.

To proactively respond to natural disasters, the Standing Office of the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Nghe An province requests the Provincial Military Command; Provincial Border Guard Command; Provincial Police; Provincial Departments, branches and sectors; Steering Committees for Natural Disaster Prevention and Control and Search and Rescue of districts, cities and towns; North Central Region Hydrometeorological Station; Nghe An Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station; Department of Fisheries; Irrigation and Hydropower companies in the province and related units to implement the following contents:

1. Strictly implement the contents of Official Dispatch No. 13/CD-TWPCTT dated October 5, 2021 of the Standing Office of the Central Steering Committee for Disaster Prevention and Control - Office of the National Committee for Incident, Disaster Response and Search and Rescue. Official Dispatch No. 28/CD-UBND dated September 6, 2021 of the Provincial People's Committee and Document No. 6798/UBND-NN dated September 16, 2021 of the Nghe An Provincial People's Committee on responding to natural disasters and floods in the context of complicated developments of the Covid-19 pandemic.

2. For at sea:
Close monitoringdevelopments of tropical depressions, regularly and promptly inform owners of vehicles, captains of ships and boats operating at sea of ​​the location, direction of movement and developments of tropical depressions to proactively avoid, escape or not move into dangerous areas. Dangerous areas due to tropical depressions in the East Sea in the next 24 hours will be updated on the forecast bulletins of the National Center for Hydro-Meteorological Forecasting.
- Strictly manage the departure and counting of vessels, especially fishing vessels operating in areas affected by tropical depression; maintaincontact informationwith vehicle owners to promptly handle bad situations that may occur.
- Check, review, and be ready to ensure safety for marine activities and aquaculture.
- Coastal districts direct relevant agencies to strengthen coordination and prepare plans to ensure safety for vehicles and people on transport boats and fishing boats that need shelter.
3. For land:
Check, review, prepare planensure safetydike and dam systems, especially those under construction or damaged or degraded. Proactively develop plans for operating hydroelectric and irrigation reservoirs, especially critical dams and full dams, ensuring safety of works and downstream areas. Arrange forces, materials and means to promptly deploy rescue and remedy incidents of dikes, dams, landslides, etc.
Propagate and instruct people on skills to ensure safety and limit risks during floods; strictly prohibit people from collecting firewood, fishing, etc. on rivers, streams, and downstream of dams during floods to avoid human losses; absolutely do not let people have subjective thoughts before, during, and after floods.
Deploy shock forces to inspect and review unsafe houses, residential areas along rivers, streams, outside river banks, areas at risk of flooding, landslides, flash floods; prepare plans to evacuate people in areas at high risk of deep flooding, flash floods, landslides to safe places, ensuring safety in preventing and fighting the Covid-19 epidemic.
4. The North Central Hydrometeorological Station closely monitors, forecasts, warns, and promptly informs about the developments of tropical depressions, floods, flash floods, and landslides to proactively respond.

5. The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police are ready with rescue forces and vehicles to promptly respond when requested.
6. Departments, branches, sectors and localities, according to their assigned functions and tasks, must prepare plans, forces and means to:rescuewhen bad situations occur and quickly overcome the consequences of natural disasters.
7. Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and other mass media increase broadcasting time, report on developments of natural disasters, floods and rains so that authorities at all levels, owners of means of transport operating at sea and people know, proactively prevent and respond.
8. Organize on-duty shifts seriously and regularly report to the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control.
