Nghe An issues Official Dispatch on strengthening traffic safety and order on the occasion of National Day September 2

(Baonghean.vn) - Nghe An Provincial People's Committee issued Official Dispatch No. 17/CD-UBND dated August 29, 2022 requesting relevant departments, branches and localities to strengthen the work of ensuring traffic order and safety during the National Day holiday on September 2 in the province.

During the National Day holiday on September 2, 2022, traffic volume is forecasted to increase, posing a potential risk of traffic accidents and traffic congestion. In order to better serve the travel needs of the people and ensure traffic order and safety during the holiday and to implement Official Dispatch No. 724/Official Dispatch-Prime Minister dated August 16, 2022 of the Prime Minister, the Provincial People's Committee requests:

Department of Transport:

- Direct the development of plans to ensure capacity, quality and safety for operations.passenger transportand goods, especially passenger transport services by road, waterway and air during the National Day holiday on September 2, 2022 and student travel during the new school year; requesting transport businesses and major traffic hubs (bus stations, train stations, airports, seaports, ports, inland waterway terminals) to strictly implement legal regulations on traffic order and safety; promote the application of technology to sell electronic tickets, improve service quality, publicly post ticket prices according to routes, times and types of services; prevent jostling and congestion at bus stations, train stations, ports, overcrowding of passengers, carrying more than the prescribed number of people, picking up and dropping off passengers at the wrong places, especially on key national highways, waterways from the shore to the island, tourist destinations; Strictly control passenger transport vehicles and drivers right from the beginning of stations, terminals, and ports; comply with regulations on Covid-19 prevention and control.

- Strengthen inspection of safety conditions of traffic infrastructure works; promptly repair damage; review and supplement traffic signal systems, especially on road sections with steep slopes, narrow curves, limited visibility... that pose potential traffic safety risks; direct construction and maintenance units of traffic infrastructure to strengthen guidance, ensure traffic, and take timely remedial measures when incidents occur.

- Coordinate with the People's Committees of districts, cities and towns to proactively develop plans to organize safe and smooth traffic, especially on routes and areas with high risk of traffic accidents and traffic jams, main axes in Vinh city, national highways, key traffic hubs, tourist sites, entertainment areas, bus stations, wharves, train stations, and construction sites; apply science and technology to promptly detect traffic jams on routes and key traffic hubs and have timely solutions.

- Strengthen inspection of safety conditions of traffic infrastructure works; promptly repair damaged and landslide-prone road sections due to recent rain and floods, especially in mountainous areas; inspect and supplement the system of painted lines, traffic signs, traffic lights, reflective warning devices at intersections, road sections with steep slopes, narrow curves, limited visibility... that pose potential traffic safety risks; direct construction and infrastructure maintenance units to strengthen guidance, ensure traffic, and take timely remedial measures when incidents occur.

- Direct the Traffic Inspectorate to coordinate with the Police forces to develop a plan to organize traffic flow; Arrange forces to be on duty at complex traffic areas to take timely measures to regulate and clear traffic, avoiding traffic jams. Strengthen inspection and handling of violations of all types of passenger transport vehicles, especially buses, to prevent acts of speeding, overtaking, competing for passengers, weaving, and swerving that affect traffic order and safety.

- Coordinate with local authorities at all levels to strengthen the management of waterway safety at passenger wharves across the river and tourist attractions. Resolutely suspend the operation of illegal wharves and vehicles that do not ensure conditions and life-saving equipment. Actively promote and remind passengers to use life jackets and flotation devices when crossing the river by boat.

Provincial Police:

- Direct the police of units and localities to focus on patrolling, controlling and strictly handling violations of traffic safety and order; pay attention to serious violations that are direct causes of traffic accidents and traffic jams, such as speeding, violating regulations on alcohol and drug concentrations, carrying more people than prescribed, violating load capacity, not wearing seat belts when sitting in cars, driving in the wrong part of the road, lane, driving in the wrong direction, vehicles that have expired, expired inspection; violations when crossing the road; carrying more than the safe waterline; vehicles that do not ensure technical safety; not equipped with life-saving and anti-sink equipment; no driving license, professional certificate; proactively prevent, stop and strictly handle gatherings that disturb public order, illegal racing; resolutely handle and suppress subjects who act against law enforcement officers.

- Develop plans to prevent and stop illegal racing. Focus on implementing measures to ensure traffic safety and order in school areas, to avoid traffic congestion on the opening day. Strengthen traffic safety inspections at river crossings, wharves, tourist boats, on complex waterways and routes, especially during times of rain, storms and floods.

- Arrange traffic police and public order police to coordinate with traffic inspectors to be on duty on key traffic routes, areas at risk of traffic congestion and areas where traffic accidents often occur; develop plans to organize and regulate traffic, arrange sufficient rescue vehicles to promptly resolve incidents and prevent traffic congestion;

- Direct the Traffic Police Department to synthesize and report daily traffic order and safety reports during the National Day holiday (from September 1 to September 4, 2022), and send them to the Standing Committee of the Provincial Traffic Safety Committee before 2:00 p.m. every day for synthesis and reporting to the Provincial People's Committee and the National Traffic Safety Committee according to regulations.

Department of Education and Training; Universities and Colleges:

Implementing the “Traffic Safety Peak Month for Students Going to School - September”, schools promote education on knowledge and skills of safe traffic participation for students, strengthen guidance for students to comply with traffic rules when driving electric motorbikes and electric bicycles to ensure traffic safety; coordinate with functional agencies and local authorities to ensure traffic order and safety at school gates; strictly control the quality of vehicles and transportation services for picking up and dropping off students.

Department of Information and Communications; Provincial Radio and Television Station and press agencies in the province:

Increase the time and content of traffic safety propaganda during the holidays; focus on propaganda warning about non-compliance with the law causing traffic accidents, penalties, preventive measures and traffic participation skills; warn about traffic accidents due to alcohol concentration violations, lack of attention from side roads to main roads, drowning at beaches, lakes, dams, hydroelectric reservoirs...

Proposal to Provincial Youth Union:

Strengthening the propaganda and education of laws on traffic safety and order, raising the awareness of law observance among youth union members; mobilizing youth volunteers to participate in propaganda and traffic guidance at key intersections, crowded areas, ferry terminals, tourist areas, school gates, residential roads, railway crossings... to ensure traffic safety during holidays and the new school year.

Propose the Provincial Vietnam Fatherland Front Committee, social organizationsStrengthen propaganda and mobilize organizations and individuals to comply with legal regulations on traffic safety and order, voluntarily relocate and dismantle illegal constructions within the traffic safety corridor.

Standing Committee of Provincial Traffic Safety Committee

- Monitor and urge relevant sectors and People's Committees of districts, cities and towns to well implement the instructions of the Provincial People's Committee on ensuring traffic order and safety during the National Day holiday on September 2, 2022. Synthesize reports on traffic order and safety during the 4-day National Day holiday (from September 1 to September 4, 2022), and send them to the Provincial People's Committee and the National Traffic Safety Committee before 3:00 p.m. on September 4, 2022.

- Widely publicize on mass media the hotline number to receive people's feedback on traffic safety and order, coordinate to promptly resolve and overcome traffic incidents and accidents.

People's Committees of districts, cities and towns

- Promote propaganda and dissemination of lawtraffic safety, safe traffic participation skills to raise people's awareness, do not drive over the speed limit; do not drive after drinking alcohol, beer, do not use the phone while driving; wear a seat belt when sitting in a car participating in traffic; stop the car to observe safety when crossing a railway and when going from a side road to a main road; wear a standard helmet when riding a motorbike, motorbike, electric bicycle; wear a life jacket according to regulations when taking a boat; propagate, mobilize, and encourage people to use public transport.

- Implementing the "Peak month of traffic safety for students going to school - September", schools promote education on knowledge and skills of safe traffic participation for students; organize the signing of commitments to comply with traffic safety regulations between schools, families and students; coordinate with functional agencies and local authorities to ensure order and traffic safety at school gates; continue to build "Safe School Gate" models.

- Coordinate with the Provincial Police and the Department of Transport to strengthen state management of passenger transport activities on roads, railways and inland waterways. Mobilize forces to participate in ensuring traffic order and safety at bus stations, railway stations, river crossings, tourist areas, hydroelectric reservoirs and on key routes. Focus on implementing measures to ensure traffic order and safety in school areas, to avoid traffic congestion on the first day of the new school year.

- Organize a campaign to clear violations and prevent re-encroachment of road and railway traffic safety corridors in the area, especially on key traffic routes and areas... Resolutely handle violations and confiscate administrative violation evidence according to the provisions of law for acts of re-encroachment of road and railway traffic safety corridors according to Plan 36/Plan - People's Committee dated January 20, 2022 of the Provincial People's Committee, clarify the responsibilities of individuals and organizations for encroachment and re-encroachment of traffic safety corridors.

- Inspect and review to determine unsafe traffic points in the management area, ensure traffic safety at suspension bridges and residential bridges, temporarily stop operating unsafe works, promptly organize maintenance and repair to help people travel safely and conveniently.

- For localities with operating ferry terminals, the roads up and down the terminals must be repaired to ensure convenience and safety, and regular inspections must be carried out to prevent the situation of carrying more people than the prescribed number at the terminals.ferry terminalKey points: supplement life-saving equipment, monitor the use of life-saving equipment when traveling by boat.

- The People's Committees of districts, cities and towns where railways pass through shall mobilize local socio-political organizations to coordinate with functional forces to participate in guarding and guiding traffic at points with high risk of traffic accidents, especially at residential roads, self-opened paths, and unsafe railway crossings in the area. The Chairmen of the People's Committees of districts, cities and towns shall be responsible to the Chairman of the Provincial People's Committee if traffic accidents occur at railway crossings in the area.

- Request Directors of Departments, Heads of relevant departments and branches; Chairmen of People's Committees of districts, cities and towns to seriously implement this Official Dispatch; report on the situation of traffic order and safety during the 4-day National Day holiday (from September 1 to September 4, 2022), and send it to the Standing Committee of the Provincial Traffic Safety Committee before 2:00 p.m. on September 4, 2022.
