Nghe An: Review and propose a list of titles, leadership positions and equivalents

Accordingly, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh assigned the above agencies and units to review, synthesize and propose (clearly stating the reasons for the proposal) the leadership positions and titles that have not been arranged or have been arranged but are still unreasonable into the corresponding groups of leadership positions and titles specified in Conclusion No. 35-KL/TW dated May 5, 2022 of the Politburo, before June 10, 2022.

The Department of Home Affairs is assigned to preside over and coordinate with relevant agencies and units to synthesize, review and propose according to the above content, and advise the Party Committee of the Provincial People's Committee before June 15, 2022.

Previously, implementing Conclusion No. 35-KL/TW dated May 5, 2022 of the Politburo on the list of titles, leadership positions and equivalents of the political system from the Central to the grassroots level, the Provincial Party Committee's Organization Committee issued an Official Dispatch dated June 1, 2022, requesting the Party Committee of the Provincial People's Committee, the leaders of the Provincial People's Committee and relevant agencies to review, synthesize and propose this content to have a basis for advising the Provincial Party Committee Standing Committee to consider and decide on the list of titles, leadership positions and equivalents in the province to ensure consistency and unity.

In Conclusion No. 35-KL/TW, the Politburo pointed out: The leadership titles and positions in the political system have been formed, supplemented and developed through many stages; basically ensuring stability and meeting the requirements of the Party's personnel work.

However, due to the lack of comprehensive and synchronous regulations on titles, leadership positions and equivalents in the political system, the organizational structure of the political system is still cumbersome and hierarchical, so the application of equivalent positions in the arrangement and assignment of cadres and the implementation of cadre policies still has many shortcomings...

Therefore, it is necessary to review and arrange the titles, leadership positions and equivalent positions of the political system from the Central to the grassroots level to ensure the principle of the Party's unified leadership of personnel work and management of the staff to meet the requirements and tasks of the new period, in order to effectively implement Resolution No. 18-NQ/TW, Resolution No. 26-NQ/TW, Resolution No. 27-NQ/TW of the 12th tenure and the Resolution of the 13th National Party Congress.

On that basis, after consulting the Party Central Committee, the Politburo concluded the contents related to this issue.

In particular, the Politburo issued a list of titles, leadership positions and equivalent positions of the political system from the central to the grassroots level, including 3 groups: Key leadership positions and senior leadership positions of the Party, State and Vietnam Fatherland Front. Titles and positions are under the management of the Politburo and the Secretariat. The framework of titles and positions is under the management of Party committees, Party organizations, and leaders of agencies and units.

The Politburo assigned Party committees, Party organizations, agencies and units directly under the Central Committee to thoroughly grasp and implement the Politburo's Conclusion; to be responsible for continuing to review and arrange titles and positions according to the management hierarchy to ensure consistency and consistency with the list issued by the Politburo to ensure succession and stability of the organizational apparatus, only adjusting positions that are truly unreasonable or have not been arranged; if one person holds many positions, the highest position is used to determine the leadership title.

Comparing the List of titles, leadership positions and equivalent positions of the political system from the Central to the grassroots level issued with Conclusion No. 35-KL/TW, dated May 5, 2022 of the Politburo, it can be seen that the titles at the provincial level are as follows:

For the group of cadre positions under the management of the Politburo and Secretariat, including:

- Titles and positions under the management of the Politburo include provincial party secretaries, city party secretaries, and party committees of blocs directly under the Central Committee.

- The titles and positions managed by the Secretariat include: Deputy Secretary of Provincial Party Committee, City Party Committee, Party Committee of Central-affiliated blocs; Chairman of People's Council, Chairman of People's Committee of province, city directly under the Central Government.

For the group of title and position frameworks under the management of Party committees, Party organizations, and leaders of agencies and units at the provincial level, including:

- The General Director level and equivalent have the title and position of Head of the National Assembly Delegation of a province or centrally-run city.

- Deputy General Director level and equivalent positions include the following titles and positions: Member of the Standing Committee of the Provincial Party Committee, City Party Committee, Party Committee of the Central-affiliated bloc; Chairman of the Vietnam Fatherland Front Committee of the province or centrally-affiliated city; Vice Chairman of the People's Council, People's Committee of the province or centrally-affiliated city; Deputy Head of the National Assembly Delegation of the province or centrally-affiliated city.

- Department Head level and equivalent include the following titles and positions: Head of Party Committee, agency directly under the Provincial Party Committee, City Party Committee; member of the Executive Committee of the Provincial Party Committee, City Party Committee, Party Committee of the Central Party Committee; Director of Department, Head of agency, department, branch, socio-political organization and equivalent at provincial level; Secretary of District, Town, City Party Committee, Party Committee directly under the Provincial Party Committee.

- Deputy department heads and equivalent positions include the following titles and positions: Deputy heads of Party committees, agencies directly under provincial and municipal Party committees; vice presidents of the Vietnam Fatherland Front Committees of provinces and cities; secretaries of Central Party Committee members, ministers and equivalent positions, secretaries of provincial and municipal Party committees, and Party committees directly under the Central Committee; deputy directors of departments, deputy heads of agencies, departments, branches, socio-political organizations and equivalent positions at the provincial level; deputy secretaries of district, town, and city Party committees, and Party committees directly under provincial and municipal Party committees; chairmen of district-level People's Councils and People's Committees; members of the inspection committees of provincial and municipal Party committees directly under the Central Committee; heads of provincial-level associations assigned to the payroll.

- The level of department heads and equivalent includes the following titles and positions: Department heads and equivalent of departments and agencies under the provincial Party Committee, city Party Committee, People's Council Office, People's Committee Office of the province and city; member of the Standing Committee of the district, county, city, town Party Committee, and grassroots Party Committee directly under the provincial Party Committee, city Party Committee; Chairman of the Vietnam Fatherland Front Committee at the district level; Vice Chairman of the People's Council, People's Committee at the district level; Head of local branches; Department heads and equivalent of departments, agencies, branches, socio-political organizations at the provincial level; member of the Executive Committee of the district, county, city, town Party Committee, grassroots Party Committee directly under the provincial Party Committee, city Party Committee; Heads of departments, agencies, agencies and equivalent of the district Party Committee, district People's Committee; Heads of socio-political organizations and equivalent at the district level; Deputy Heads of provincial-level associations assigned with the payroll.

- Deputy department heads and equivalent positions include the following titles and positions: Deputy department heads and equivalent positions of departments and agencies under the provincial Party Committee, city Party Committee, People's Council Office, People's Committee Office of the province and city; Vice Chairman of the Vietnam Fatherland Front Committee at district level; Deputy Head of local branch; Deputy department heads and equivalent positions of departments, agencies, sectors, socio-political organizations at provincial level; Deputy Heads of public service units under provincial departments and sectors; members of the inspection committees of district Party Committees, town Party Committees, city Party Committees, and district Party Committees; Standing member of the Fatherland Front Committee at district level; Deputy heads of departments, sectors, agencies and equivalent positions under the district Party Committee and district People's Committee; Deputy Heads of socio-political organizations and equivalent positions at district level.

- The commune, ward and town cadre level includes the following titles and positions: Party Committee Secretary (equivalent to the position of head of department, board, agency under the district Party Committee, People's Council, People's Committee at district level); Deputy Party Committee Secretary, Chairman of People's Council, People's Committee of commune, ward and town (equivalent to the position of deputy head of department, board, agency under the district Party Committee, People's Committee at district level); Vice Chairman of People's Council, People's Committee of commune, ward and town; Chairman of Fatherland Front Committee and heads of political and social organizations in commune, ward and town.
