The project has a total investment of more than 6,670 billion VND.
The Hoang Mai 2 Cement Project has been approved by the Prime Minister for the Cement Industry Development Plan for the period 2011-2020 and orientation to 2030 in Decision No. 1488/QD-TTg dated August 29, 2011 and agreed to separate investment in Document No. 12/TTg-CN dated January 4, 2019. Accordingly, the capacity of phase 1 of the project is 6,000 tons of clinker/day, equivalent to 3 million tons of cement/year. The project has a total investment capital of phase 1 of about 6,678 billion VND.

According to the project, the main factory is built in Hoang Mai 2 Industrial Park (Quynh Vinh Commune, Hoang Mai Town) with an area of about 60 hectares (phase 1 is about 30 hectares). The crushing station is planned in Dong Hoi Industrial Park (Quynh Lap Commune, Hoang Mai Town) with an area of about 10.52 hectares; The limestone crushing station is built in Tan Thang Commune (Quynh Luu District) with an area of about 2.25 hectares; The conveyor belt line from the crushing station to the factory has an area of 13 hectares, about 6.5 km long, passing through Tan Thang Commune for 5 km and Quynh Vinh Commune for 1.5 km.
Hoang Mai 2 Cement Project aims to meet the demand for domestic and export cement supply, contributing to the implementation of socio-economic development goals and tasks of Nghe An province in particular and the country in general. It is expected that the project will create jobs for about 500 direct workers, thousands of indirect workers for the locality and contribute to the State budget.
The project also has a positive impact on other economic sectors and fields, contributing to infrastructure development and economic restructuring of the locality towards industrialization and modernization.

In fact, the Hoang Mai 2 Cement Project was previously proposed by the investor to build the main factory in Hoang Mai 2 Industrial Park. However, the project later encountered some problems and was requested to be moved out of the industrial park. Up to now, after receiving consensus from relevant sectors and units, the investor continues to propose to implement the project right in Hoang Mai 2 Industrial Park (Quynh Vinh commune, Hoang Mai town).

After listening to the leader of Vicem Hoang Mai Cement Joint Stock Company report on the project implementation process as well as comments from relevant departments and branches, and giving a speech directing the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy agreed in principle: allowing Vicem Hoang Mai Cement Joint Stock Company to invest in building the main factory in Hoang Mai 2 Industrial Park.
The requirement is that the construction process as well as the operation of the factory must ensure environmental protection and occupational safety; The area where cement materials are exploited must have a solution to restore the site and ensure the requirements of environmental impact assessment. To do so, the prerequisite is that the project must invest in and apply new, modern and advanced technology.
Comrade Thai Thanh Quy also agreed to assign the Management Board of the Southeast Economic Zone to take the lead in advising on investment policies. In addition, to reduce investment costs and limit environmental pollution, he proposed that the Management Board of the Southeast Economic Zone play a key role in helping Tan Thang Cement Factory and Hoang Mai 2 Cement Factory build connecting conveyor belts to transport materials and products to Dong Hoi port.
