Reporter:Could you please tell us the reason why our province issued the Technical Labor Training Project?

Comrade Le Xuan Dai:Nghe An is a province with a large population and labor force. The number of people of working age accounts for 67% of the total population of the province, equivalent to more than 1.9 million people.

Meanwhile, by the end of 2010, the rate of workers with vocational training reached 33%, especially workers with technical qualifications through intermediate vocational training and vocational colleges only reached 5.54%.

Faced with the need for comprehensive integration with the global economy, opportunities and challenges are growing, requiring highly qualified human resources.

Reporter:So after 4 years of implementing the project, how would you evaluate the pros and cons of this project?

Comrade Le Xuan Dai:After 4 years of implementing the Technical Labor Training Project in the province, some remarkable results have been achieved.

Awareness of all levels, sectors, people and workers about technical labor training has been significantly raised.

The capacity and quality of technical labor training facilities have been improved. Currently, the province has 22 technical labor training facilities, including 3 universities, 7 colleges, and 12 secondary schools.

Of these, 3 schools were selected by the Government to invest in building high-quality vocational schools; 13 schools were selected by the Ministry of Labor, War Invalids and Social Affairs to invest in key occupations at 3 levels: International, ASEAN region and National.

After 4 years of implementing the Technical Labor Training Project, the whole province has organized vocational training for 51,131 people (an increase of 12.6% compared to the period 2008 - 2011). The rate of trained workers increased from 44% in 2011 to 55% in 2015 (an increase of 11%); of which, vocational training increased from 36% to 48% in 2015 (an increase of 12%).

Every year, the graduation rate of vocational secondary and college students is over 95% (31% for good and excellent students); in national and ASEAN regional vocational competitions, vocational students of the province all achieve high results.

The number of technical workers who have jobs after training is 86%. According to the assessment of some labor recruitment enterprises, 80 - 85% of technical workers are employed at the right level of training.

Besides some achievements, after 4 years of implementing the Project on technical labor training, there are still some shortcomings.

The quality of technical labor training in some occupations is still low, lacking practicality and failing to meet business requirements.

Foreign language proficiency, English, Korean, Japanese... is not high; workers' sense of discipline and industrial working style is limited. The structure of some occupations is still unbalanced between training and the needs of the labor market.

Reporter:To meet the human resource requirements of an industrial province that Nghe An is aiming for, what do you think are the solutions that need to continue to focus on in the coming time, comrade?

Comrade Le Xuan Dai:To meet the demand for human resources, especially highly skilled labor, it is necessary to focus on implementing the following key tasks and solutions:

- Continue to innovate and further promote propaganda work, raise awareness, role, responsibility and importance of vocational education and technical labor training.

- Carry out well the annual survey of labor market needs and the plan for the next 5 years in conjunction with the survey of vocational training needs of workers.

Streamlining and orienting vocational training for students after graduating from junior high school and high school to link with job creation

- Continue to complete the network planning, improve the quality of vocational education institutions for the period 2016-2020 and vision to 2030.

- Strengthen international cooperation in training and linkage between vocational training institutions and enterprises, economic zones, and industrial parks at home and abroad in the training process and job placement for workers after training.

- Review, supplement and issue mechanisms and policies to promote the implementation of technical labor training goals in the province such as: Adjusting and increasing vocational training standards at Vocational College and Vocational Secondary levels to suit reality.

Raise the reward level for national excellent students in the field of vocational training to be equal to the reward level for national excellent students in the field of education and training.

Based on the scale and training profession of each training facility, arrange to increase the number of direct teaching teachers to ensure a ratio of 20 students/teacher.
