Previously, on June 10, the drivers of the BSE Electronics Company Ltd.'s worker shuttle buses received a notice from "households in hamlets 8, 9 and 11 of Nghi Xa commune" requesting them to immediately stop picking up and dropping off workers. The reason for the "ban" was that after Nam Cam Industrial Park came into operation, many households borrowed money and invested in building boarding houses for workers to rent, but "Currently, because the number of buses picking up and dropping off workers at Nam Cam Industrial Park is too large, many households running boarding houses in the area have become very empty...".
In the notice signed by the “households of hamlets 8, 9, 11”, it is clearly stated: After 7 days from the date of receiving the notice, “If any bus company does not comply, we will send people to block it and will take severe measures. If any problem occurs, we will not be responsible”.

The climax was on the morning of June 22, when nearly 10 cars with 16 to 42 seats were blocked, not allowing workers to enter the factory. Some workers, afraid of affecting their working hours, waved motorbikes to ask for a ride, but were pulled down by some people, hit on the head and hands with helmets; many drivers were threatened.
Before this incident, Nghi Loc District Police sent traffic police to direct traffic and ensure traffic safety and order on Highway 536; Nghi Loc District Police also went to the scene to record opinions of workers, drivers and residents.

Mr. Hoang Duy Duong, Head of Nghi Xa Commune Police, said: According to statistics, there are 1,044 rented rooms in the commune, concentrated in hamlets 3, 8, 9 and 11. It is not yet known exactly how many rented rooms are vacant. "After receiving notices from some households about blocking the road, not allowing shuttle buses to enter, the Commune Police went to each house to explain to the people that this was an illegal act and encouraged them not to block shuttle buses, but they did not listen, and even cursed us harshly. The Commune Police are coordinating with Nghi Loc District Police to ensure safety and order in this area and at the same time investigate and clarify the motives of the initiators."
It is known that Nghi Loc District Police have invited 5 subjects to the headquarters to clarify the contents related to the incident. Major Nguyen Trong Tue - Head of Nghi Loc District Police affirmed: Blocking the bus to pick up and drop off workers is an act of violating the law. If people continue to intentionally violate, the police force will investigate and strictly handle according to the provisions of the law.
Ms. Dinh Thi Tam, Standing Deputy Secretary of Nghi Loc District Party Committee, said that on June 23, the district will meet with agencies, departments and localities to quickly handle the case.
