Nghe An strengthens fire prevention and fighting for fishing boats

(Baonghean.vn) - Nghe An Provincial People's Committee has just issued an official dispatch on strengthening fire prevention, fire fighting, and rescue work for fishing boats, fishing ports, and storm shelters for fishing boats.

Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu has just signed Document No. 6358/UBND-NC dated August 30, 2021 on strengthening fire prevention, fighting and rescue work for fishing vessels, fishing ports, and storm shelters for fishing vessels.

Accordingly, implementing Official Dispatch No. 187/BCA-C07 dated June 16, 2021 of the Ministry of Public Security and strengthening fire prevention and fighting work for fishing vessels and fishing ports, the Provincial People's Committee requests:

1. Department of Agriculture and Rural Development

Preside over and coordinate with the Provincial Police to implement a number of contents:

Develop regulations for coordination, information exchange, forecasting of situations, risks of fire and explosion for fishing vessels, fishing ports, anchorage areas, and storm shelters for fishing vessels between the Department of Agriculture and Rural Development and the Provincial Police; Promote propaganda and dissemination of legal regulations, knowledge and skills in fire prevention, fire fighting and rescue (PCCC and CNCH), risks of fire and explosion and measures for PCCC and CNCH for people working on fishing vessels and fishing ports.storm shelterfor fishing boats

Provide training on fire prevention and fighting and search and rescue for inspectors, fisheries inspectors, and those assigned to manage fishing vessels, fishing ports, and storm shelters for fishing vessels under the Department of Fisheries, Port Management Board, People's Committees of coastal districts, and People's Committees of communes to improve efficiency in management and timely handling of fires and explosions.

Organize inspection and assessment of the current status of fire prevention and fighting work for fishing vessels, fishing ports, and storm shelters for fishing vessels in Nghe An province to propose measures to strengthen fire prevention and fighting work in accordance with actual conditions.

Based on the results of organization, inspection and evaluation of the actual work statusFire protection for fishing vessels, fishing ports, anchorage areas to avoid storms for fishing boats in Nghe An province, advise the Provincial People's Committee to report on the implementation results before November 10, 2021 to report to the Ministry of Public Security according to regulations.

Direct the Fishing Port Management Board and fishing vessel owners to implement fire prevention and fighting regulations, equip fire prevention and fighting means and equipment, maintain self-inspection of fire prevention and fighting; develop and organize fire prevention and fighting drills for fishing vessels, fishing ports and anchorage areas for fishing vessels; develop fire prevention and fighting coordination regulations between the Fishing Port Management Board and enterprises in the port area.

Organize the review and inspection of fire prevention and fighting requirements in inspection activities; patrol, inspect and control fishing vessels of the Fisheries Sub-Department.

2. Provincial Police

Coordinate the implementation of propaganda and dissemination of legal regulations, knowledge and skills on fire prevention and fighting and search and rescue, fire and explosion risks and measures to strengthen fire prevention and fighting and search and rescue for people working on fishing vessels, fishing ports, and storm shelters for fishing vessels.

Guide and inspect facilities in the fishing port area to develop regulations and procedures for implementing fire prevention and fighting during production and operation, and regulations and procedures for fire prevention and fighting in case of fire or explosion in the area.

Ensure 24/7 staff and equipment to promptly receive and process information and be ready to fight fires and provide rescue when fires or explosions occur on fishing boats, fishing ports, and storm shelters for fishing boats.

Strengthen the investigation and resolution of fire and explosion cases and strictly handle investors of facilities in fishing ports and heads of vehicles who intentionally violate fire prevention and fighting regulations.

3. People's Committees of Quynh Luu, Dien Chau, Nghi Loc districts, Hoang Mai town and Cua Lo town

Promote propaganda and dissemination of legal regulations, knowledge and skills on fire prevention and fighting and search and rescue, fire and explosion risks and measures to enhance fire prevention and fighting and search and rescue for people working on fishing vessels, fishing ports, and storm shelters for fishing vessels.

Develop regulations on fire prevention and fighting at anchorage areas and storm shelters for fishing vessels under management.

Direct the People's Committees of communes, wards and towns to guide and inspect fire prevention and fighting work for fishing vessels with a maximum length of less than 6m under their management.

Organize inspections and assessments of the current status of fire prevention and fighting work for fishing vessels, fishing ports, and storm shelters for fishing vessels in the area to propose measures to strengthen fire prevention and fighting work in accordance with actual conditions, and report to the Provincial People's Committee through the Department of Agriculture and Rural Development on the implementation results before October 15, 2021.

4. Provincial Border Guard Command

Check the fire prevention and fighting equipment of fishing boats when entering and leaving the estuary, strictly handle boat owners who do not have adequate fire prevention and fighting equipment as prescribed.

Coordinate with relevant units in fire prevention and rescue work for fishing vessels, fishing ports, and storm shelters for fishing vessels.

5. Department of Information and Communications, Nghe An Radio and Television Station, Nghe An Newspaper:Coordinate with relevant units to strengthen information and propaganda work on fire prevention, fire fighting, and rescue for fishing vessels, fishing ports, and storm shelters for all on mass media.
