Nghe An: Focus on Party Congresses at all levels

In order to successfully organize the Party Congresses at all levels towards the 19th Provincial Party Congress and the 13th National Party Congress, Party committees at all levels in the province have deployed tasks related to organizational preparation, ensuring compliance with principles, suitability, flexibility and readiness to successfully organize the congress after the impacts of the Covid-19 pandemic.

EXPERIENCES FROM THE CONGRESS

Con Cuong District Party Committee is one of four units selected to organize a model congress of the province. Recently, the Standing Committee of the District Party Committee has seriously implemented it and selected four grassroots Party organizations to organize a model congress to gain experience, namely: Don Phuc Commune Party Committee, Bong Khe Commune Party Committee, Con Cuong Forestry One Member Co., Ltd. Party Committee and Con Cuong High School Party Cell.

By March 20, 2020, 4/4 selected units had completed the congress. Up to now, the Standing Committee of Con Cuong District Party Committee has evaluated and drawn lessons from the congresses of the grassroots Party organizations. The quality of the new Party Committees all meet the standards and ensure the conditions of professional qualifications and political theory; the structure ensures the right direction.

For example: Don Phuc Commune Party Committee has 15 committees, elected at the 14th congress, of which 7 are under 40 years old, accounting for 50%, 5 are female, accounting for 33.3%; 12/14 are ethnic minorities, accounting for 85.7%...

Regarding the preparation for the Con Cuong District Party Congress, Comrade Nguyen Van Chat - Head of the District Party Committee's Organization Board said: As of April 21, the draft political report and the Party Committee's review report have been consulted and are being finalized; and the Party Committee's personnel plan is also being urgently implemented.

The Party Committee of Cua Lo town is also the unit selected by the Provincial Party Committee Standing Committee to organize the model congress. The Standing Committee of the Town Party Committee has selected 3 units to direct the model congress including: Nghi Hoa Ward Party Committee, Party Committee of the Town People's Bloc Agency, and Party Cell of the Town Culture - Sports and Communications Center.

From March 4, 2020 to March 19, 2020, the Party Committees and Party Cells successfully held their congresses according to plan and all achieved quality. The Party Committees and Party Cells at the grassroots level have deployed for Party members to discuss and contribute opinions on the Draft Documents of the Party Committee of the Town, Term VI, and the Documents of the 13th National Party Congress in a broad and serious manner.

The remaining grassroots Party organizations have also developed plans to organize their own congresses according to the plan. The Standing Committee of the City Party Committee has approved the congresses of 50/50 grassroots Party organizations according to regulations. The Standing Committee of the City Party Committee regularly urges and reminds at regular meetings about the preparation and organization of congresses at grassroots Party organizations.

The Standing Committee of the Provincial Party Committee of Agencies (CCQ) selected 4 grassroots Party organizations including: The State Bank Party Committee, Nghe An Provincial Branch, the Party Cell of the Provincial CCQ Bloc Party Committee, the Party Cell of the Department of Tourism (Party member congress), and the Party Cell of the Department of Health (delegates congress).

As of April 21, comrade Ho Thi Hong Lien - Head of the Organizing Committee of the Provincial Party Committee of the Provincial Public Security Bloc said: 3/4 units have organized model congresses. The Party Committee of the Department of Health has completed the preparation work but has not yet organized the congress due to having to focus on implementing urgent measures to prevent and combat the Covid-19 epidemic.

After the model congresses at 3 grassroots Party organizations, the Standing Committee of the Provincial Party Committee of the Provincial Party Committee organized experience sharing for each type to unify in directing the preparation and organization of congresses of the remaining Party organizations.

Throughout the province, districts, cities, towns, and subordinate party committees have selected 91/1,447 grassroots party committees and cells as models for guidance and common experience. The Provincial Party Committee Standing Committee has selected 4 grassroots party committees: Con Cuong, Cua Lo Town, Yen Thanh, and the Provincial Border Guard to organize model congresses.

These Party Committees have directed 14 subordinate Party organizations to complete their model congresses before March 20, 2020. By March 27, 2020, 159/1,447 Party organizations in the province had completed their congresses; of which 62/91 had model congresses; the rest had temporarily suspended their congresses due to the Covid-19 pandemic.

FLEXIBLE IN THE PANDEMIC CONTEXT

At the provincial level, through research, it is known that due to the impact of the Covid-19 epidemic, although the program to approve the district-level model congresses of the Provincial Party Standing Committee had to be postponed, the direction of the preparation for Party congresses at all levels was carried out very seriously, ensuring principles, suitability and flexibility.

For matters related to preparation work, during the period of social distancing, due to conditions it is not possible to hold a conference, written opinions will be sought if regulations permit.

Comrade Le Quoc Khanh - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board added: During the recent postponement of the Party Congress due to the Covid-19 epidemic, the province directed Party committees at all levels to focus on researching and completing documents for their congresses, and at the same time contribute opinions to the documents of the congresses at higher levels according to regulations to ensure quality.

In particular, following the spirit of Directive 35 of the Politburo on Party Congresses at all levels, towards the 13th National Congress of the Party, the new feature in this term is that the province directs Party committees at all levels to carefully and qualitatively implement the contribution of opinions to the action program of the new Party Executive Committee right before and during the congress at their level so that after the congress, the resolution can be put into practice early, closely following reality, and effectively.

On the morning of April 28, the Executive Committee of the Nghe An Provincial Party Committee, 18th term, held the 18th Conference to listen to and give opinions on a number of contents to prepare for the congress.

In which, the Provincial Party Executive Committee voted to approve the Project on allocating delegates to the 19th Provincial Party Congress, term 2020 - 2025 with a total of 450 delegates.

Of which, there are 61 ex-officio delegates, excluding 4 delegates who have decided to retire and have received social insurance benefits before the opening day of the Provincial Party Congress (expected in October 2020), and 1 reserve delegate. There are 388 delegates elected from the Party Committees.

The 18th Provincial Party Executive Committee held its 18th Conference to listen to and comment on the second draft of the Political Report of the 18th Provincial Party Executive Committee to be submitted to the 19th Provincial Party Congress.
