Basic construction work from the beginning of 2019 until now has always been closely monitored by all levels and sectors in terms of design survey, capital search, capital allocation promotion, construction, disbursement, settlement, etc.

Basic capital sources are allocated centrally from the beginning of the year, creating favorable conditions for investors to proactively implement early.
The Government, central ministries and branches as well as the Provincial People's Committee have given strong directions, urged the implementation and disbursement of the 2019 public investment plan right from the first quarter, creating a spirit of urgency and initiative in implementing the plan of all levels, branches and investors.

Resolve problems and speed up construction progress

At the construction sites of Vinh - Cua Hoi road; North - South expressway; Cua Hoi bridge; projects at Vinh International Airport, provincial leaders and sectors regularly inspect and urge the progress of implementation.

At the resettlement area of ​​Nghi Duc commune (Vinh city) serving the land acquisition and clearance of the Vinh - Cua Lo road project (phase 1), machinery is currently focusing on completing the final tasks. The city has marked and extracted 98/243 lots; some households have received resettlement land and built houses in the resettlement area.

The remaining lots are being urgently completed by the construction unit with technical infrastructure items on the cleared land area. It is expected that after the clearance of the remaining plots is completed, the contractor will construct within about 20 days to complete the resettlement area.

Nghi Phu 2 Primary School was newly built to relocate the old school (started on January 17, 2019, construction progress is 9 months). Vinh City directed the construction unit to speed up the completion of the project to promptly serve the opening, teaching and learning in the new school year of the school.

Currently, the construction work has reached more than 80% of the volume, focusing on completing the school yard and drainage ditches... Meanwhile, the Xuan Trung resettlement area (Nghi Duc) is still unfinished.

With the North-South Expressway Project having allocated nearly 700 billion VND in land clearance capital, the Provincial People's Committee has issued a directive requiring districts to establish a Steering Committee for Land Clearance in localities where the road passes through. The Provincial People's Committee requested the districts of Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc, Hung Nguyen and Hoang Mai town to mobilize the entire political system to participate in land clearance, effectively implement compensation, support, resettlement policies, and relocate public works and technical infrastructure works within the project's scope of influence in accordance with regulations.

Comrade Le Hong Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee said: The Provincial People's Committee continues to focus on directing and urging the acceleration of key projects such as: traffic roads connecting Vinh - Cua Lo; projects at Vinh International Airport; Ban Mong Reservoir Project; construction of Cua Hoi Bridge across Lam River; focusing on handling capital sources, completing documents and procedures for projects using provincial budget capital such as: traffic roads connecting from Tri Le Industrial Park (Anh Son) to National Highway 7 (phase 1); the route connecting D4 Road with DKC Petroleum Port, corresponding to Cua Hoi Bridge Project...

For non-budgetary investment projects, the Provincial People's Committee also directed resolutely to slow-progressing projects. In the first 6 months of 2019, the province terminated 4 projects, bringing the total number of revoked projects to 156. Currently, the delegations are continuing to inspect the projects to rectify, urge and will make recommendations for handling slow-implementing projects.

To tighten management, the Provincial People's Committee has established 3 interdisciplinary teams to inspect 76 non-budgetary investment projects, of which Team 1 inspected 22 projects that had not been allocated land or leased land, led by the leader of the Department of Planning and Investment; Team 2 inspected 22 projects in the field of housing development, led by the leader of the Department of Construction; Team 3 inspected 32 projects that had been allocated land or leased land, led by the leader of the Department of Natural Resources and Environment.

Currently, the delegations are implementing inspections according to the approved plan.

To speed up the progress of the projects, the Provincial People's Committee has instructed the localities: For projects that need to repay debts, disburse capital immediately. By the end of September, projects that have not yet disbursed will be transferred and the capital arrangement will be completed.

For transitional projects, strictly implement regulations on the deadline for acceptance of volume and payment procedures with the State Treasury. For newly started projects, promptly complete procedures for submitting design and estimate approval, bidding procedures and contractor selection to start construction and timely disburse capital.

However, in this field, some districts and sectors still have slow disbursement such as Tuong Duong district (23.35%), Hoang Mai town (22.14%), Quy Hop (18.74%), Vinh city (16.97%), Que Phong (11.75%)...

Currently, the National Assembly has approved the plan to use the general reserve of the Central Budget, in which Nghe An is allocated capital to invest in many key projects such as: President Ho Chi Minh Memorial House Project in Kim Lien Commune, Nam Dan District 90 billion VND; Project to Preserve and Promote the Value of Nghe Tinh Soviet Relics 100 billion VND; Coastal Road Project from Nghi Son (Thanh Hoa) - Cua Lo Town (Nghe An) 1,500 billion VND; Thanh Nam Bridge Project across Lam River, Con Cuong District (Nghe An) 150 billion VND. In addition, there is the Dien Kim Bridge Project 100 billion VND; Muong Xen - Ta Do - Khe Kien Road Project 150 billion VND; River and sea dike landslide projects: Quynh Tho sea dike project 20 billion VND; Quynh Luu beach dike project 20 billion VND; Hung Hoa and Tri Le emergency evacuation project 20 billion VND. With this good news, Nghe An will have more resources to complete key projects of the province.
