Nghe An: Focus on inspecting sensitive areas that are prone to violations.
(Baonghean.vn) - Recently, the People's Committee of Nghe An province has directed branches, localities, and inspection organizations to effectively carry out inspection work in many forms. Thereby, promptly detecting and handling violations; correcting the working style and manner of civil servants.
Inspector found violations
In 2021, the Department of Finance Inspectorate conducted 21 inspections at 70 units. Thereby, a number of violations were discovered in the management and operation of district and commune-level budgets, such as: allocating additional funds at the beginning of the year in violation of regulations; allocating funds by payment orders to some units to the wrong subjects; and the handling of backlog projects was slow. As for public units, there were a number of violations such as: not declaring taxes or declaring incompletely; using salary reform sources, setting up funds in violation of regulations...

From the above violations, the Department of Finance Inspectorate has recommended handling a total amount of 11,811 million VND. Of which, 9,522/9,821 million VND was recovered into the temporary account, reaching 97%; 322/322 million VND was recovered and paid to the provincial State budget, reaching 100%, reducing payment by 438 million VND, and handling other amounts of 1,188 million VND. During the inspection process, the Department of Finance promptly disseminated and guided units to update and implement new documents, regimes and policies. Thereby, helping units promptly overcome shortcomings, improving the effectiveness and efficiency of State management.
As an industry with many focal points, managing many areas related to human health, inspection work is always of interest to the health sector. In 2021, the Department of Health Inspectorate established 19 specialized inspection and examination teams, including planned inspections and surprise inspections of 185 organizations and individuals. In 2021, the whole industryInspectdiscovered violations of 70,561 million VND and imposed administrative fines of 11,860 million VND. Of which, 294 administrative inspections were carried out, discovered violations of 64,346 million VND and 2,305 m2 of land; recommended administrative sanctions against 134 organizations and individuals with violations, discovered 2 cases and transferred them to the investigation agency.
Regarding specialized inspections, the whole industry has conducted 1,037 inspections, focusing mainly on the fields of transportation, agriculture and rural development; natural resources and environment, health... Through inspections, 2,322 organizations and individuals were discovered to have violated the law, the total amount of violations detected and recommended to be recovered to the State budget was 6,215 million VND, 2,314 decisions on administrative sanctions were issued with a total fine of 11,860 million VND.
Strengthening inspection of responsibility and public service
In 2021, the entire provincial Inspectorate conducted 104 public service inspections, inspecting the responsibilities of leaders at all levels and sectors in implementing legal regulations on inspection of complaints, denunciations and corruption prevention and control. Through inspections, recommendations were made to review and learn from experiences of 64 organizations and 323 individuals who violated the law.
In addition, the criteria on the rate of units inspected for responsibility are also included in the scoring and classification of directors of departments, heads of branches, sectors, and affiliated to the Provincial People's Committee; Chairmen of People's Committees of districts, cities, and towns in the work of inspection, receiving citizens, resolving complaints, petitions, reflections, land disputes, and anti-corruption annually. (At 30% of affiliated units for units with 1-10 affiliated units; 25% for units with 11-20 affiliated units; 20% for units with 21-23 affiliated units; 15% for units with 31 or more affiliated units). This approach not only enhances the responsibility of heads at all levels and sectors in leadership and direction, but also enhances the responsibility, expertise, and experience of each cadre and civil servant.

In Thai Hoa town, every year, based on the direction of superiors and the actual situation in the locality, the town inspectorate proactively surveys, plans, and inspects appropriately, targets the right subjects, and focuses on issues of public opinion and concern to the masses. Last year, Thai Hoa town inspectorate conducted 3 responsibility inspections associated with public service inspections at 3 communes and wards, ensuring the criteria on the rate of inspected units. Thereby, it was discovered that some cadres and civil servants at departments, offices, communes and wards were slow in handling assigned tasks. The work of receiving people and handling petitions at communes and wards has encountered some limitations such as the classification and handling of petitions is still confusing, some cases are not resolved in accordance with regulations, the information and reporting regime is still slow... From there, promptly recommend the Town People's Committee to direct the correction of existing problems and limitations, creating positive changes in the performance of public duties of units in the area.
Responsibility inspection associated with public service inspection and surprise inspection of compliance with discipline and administrative discipline is also one of the solutions to prevent corruption. In 2021 alone, the Inspection sector organized 10 surprise inspections of compliance with discipline and administrative discipline at 23 units, promptly corrected and strictly handled violations, and disciplined 1 civil servant with a reprimand for violating the code of conduct and professional ethics; transferred 689 civil servants and public employees to different positions, reviewed and reduced the processing time for 561 administrative procedures with a total reduction of 2,687 days; the rate of people declaring assets and income for the first time reached 99.9%, the number of declarations reached 100%.

In addition to the achieved results, according to the province's assessment, the inspection work has encountered some shortcomings and limitations such as some units have drafted general and non-specific inspection plans, leading to difficulties in reviewing and handling duplication in inspection subjects and contents between units. The implementation of reports according to the provisions of Circular No. 02/2021/TT-TTCP of the Government Inspectorate is still confusing and inaccurate, leading to difficulties in synthesizing inspection data, complaints, denunciations and corruption prevention and control in the province. The organizational structure and number of inspection officers are still inadequate, especially at the district level. The pilot model of the title of Chairman of the Inspection Committee concurrently as Chief Inspector is not unified, the number of officers doing inspection work is still small. Many delegations handling complaints and denunciations have to extend their deadlines, affecting the progress of work processing; some heads of units have not paid due attention to the work of receiving citizens and handling complaints and denunciations...

Strengthen the work of supervision, appraisal and handling after inspection, focusing on effectively organizing the implementation of legal provisions on implementing inspection conclusions, especially increasing the rate of recovery of money and assets due to violations, negativity and corruption.
