Nghe An participates in the conference to discuss solutions for breakthrough development of social housing chaired by the Prime Minister.

On the morning of October 24, Comrade Pham Minh Chinh - Politburo member, Prime Minister, Head of the Central Steering Committee on housing policy and real estate market chaired a meeting with ministries, branches, localities and real estate enterprises on solutions for breakthrough development of social housing.

Also attending were comrade Tran Hong Ha - Member of the Party Central Committee, Deputy Prime Minister and leaders of relevant ministries and branches.

The conference was held in person at the Government Headquarters and online to 17 provinces and cities with great demand for social housing. At the Nghe An Provincial People's Committee bridge, comrades: Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Phu Hien - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee co-chaired.

Also attending were comrade Pham Hong Quang - Member of the Provincial Party Standing Committee, Director of the Department of Construction and leaders of relevant departments, branches and localities.

Developing social housing for people is identified by the Party and State as a political determination and an important task of the entire political system, demonstrating the nature and fine humanistic traditions of our regime.

This is not only a social security policy but also a driving force for socio-economic development, contributing to stimulating investment and consumption, promoting progress and social equity.

Right from the beginning of 2025, the Prime Minister issued a Decision assigning the target of completing social housing in 2025 and the following years until 2030 to ministries, branches and localities for implementation.

According to the report, in the first 9 months of 2025, the whole country completed 50,687 social housing units out of a total of 100,275 units as planned, reaching 50.5% of the target. It is expected that by the end of 2025, 38,600 more units will be completed, bringing the total to 89,007 units, equivalent to 89% of the annual plan.

Cumulatively, the implementation of the Project to invest in building at least 1 million social housing units in the 2021-2030 period has achieved positive results. To date, 696 projects are being implemented nationwide with a scale of 637,048 units, equivalent to 60% of the set target.

Of these, 165 projects have been completed, providing 116,342 units; 151 projects are under construction, with a scale of 132,616 units and 380 projects have been approved for investment, with 388,090 units expected to be deployed in the near future.

In Nghe An, from 2021 to now, the whole province has 40 social housing development planning projects with a total area of ​​over 107 hectares. When completed, these projects will provide about 35,000 apartments for people. In the period of 2021 - 2024, Nghe An has completed the investment and construction of 1,675 apartments.

By 2025, the Prime Minister assigned the target of completing 1,420 social housing units; however, the province is speeding up the implementation of projects, striving to complete and put into use about 2,548 units.

Although the development of social housing across the country has achieved remarkable initial results, to complete the target of 1 million social housing units in the 2021-2030 period, the workload is still very large and the requirements are still extremely heavy.

At the meeting, Government leaders listened to opinions from ministries, branches and a number of localities on the implementation situation and difficulties and obstacles in the process of developing social housing.

The focus of discussion was on breakthrough solutions in investment mechanisms and procedures, construction licensing, along with policies to improve people's access to social housing.

These contents will be synthesized, completed and institutionalized in the Government's Resolution on implementing a number of breakthrough solutions for social housing development in the 2025 - 2026 period, aiming to create stronger, more synchronous and effective changes in this field.

Resolution on breakthrough solutions for social housing development will be issued.

Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the contributions and assigned the Ministry of Construction to preside over and fully absorb them to advise on completing the draft Resolution of the Government on implementing a number of breakthrough solutions for social housing development.

The head of the Government emphasized that this Resolution must be truly groundbreaking, capable of completely resolving problems that previous laws, resolutions of the National Assembly or decrees of the Government have not been able to handle.

From that spirit, the Prime Minister clearly stated the principles and requirements that need to be reflected in the Resolution, associated with each relevant subject.

First of all, for businesses, the Resolution needs to clearly define standards, criteria and conditions on financial capacity, experience, progress and selling price.

Next, regarding administrative processes and procedures, the Prime Minister requested to cut at least 50% of procedures, and at the same time establish a "green channel" for social housing projects.

Regarding land funds, he emphasized that projects must be implemented on clean land. This can be done in two ways: Either the enterprise proactively provides capital to clear the land, and the reasonable costs are included in the cost price; or the State returns the recovered land fund, ready for the enterprise to implement.

Referring to capital sources, the Prime Minister pointed out the principle of needing to diversify mobilization channels, including budget capital, policy credit, commercial bank capital, housing development funds, bond issuance...

For localities, the Prime Minister requested to improve responsibility and initiative. Authorities at all levels must simplify procedures, promptly remove difficulties, shorten project approval time, and properly implement the spirit of "local decision, local action, local responsibility".

Along with that, localities are required to ensure discipline, administrative discipline, and harmonize interests between the State, businesses and people; at the same time, protect the legitimate rights and interests of the people.

For ministries and branches, the head of the Government requested to continue reviewing and perfecting the contents of comments within the scope of their functions and tasks; proactively propose and supplement issues related to social housing development, ensuring that the Resolution, when issued, is synchronous, feasible and convenient for implementation.

Regarding procedures for social housing buyers, the Prime Minister requested a strong shift from “pre-inspection” to “post-inspection” and to do this, it is necessary to build a unified, interconnected national database system. Existing databases must be connected and integrated into a common platform for social housing, helping to manage more transparently, accurately and effectively.

Thereby, the management agency can clearly grasp the situation: Who needs housing, who has bought it, who has not bought it, avoiding profiteering or targeting the wrong people. The general spirit is publicity, transparency, effective post-audit, public list of investors, public buyers, ensuring that policies reach the right people, right targets.
