Nghe An sets up hotline to support people and businesses facing difficulties due to Covid-19
(Baonghean.vn) - Nghe An Department of Labor, Invalids and Social Affairs has set up a hotline to receive and answer questions from people and businesses in implementing policies to support employees and employers facing difficulties due to the Covid-19 pandemic.
This is the information given by comrade Doan Hong Vu - Director of the Department of Labor, Invalids and Social Affairs of Nghe An at the online meeting of the Standing Committee of the Steering Committee for Covid-19 Prevention and Control of Nghe An province to listen to and give opinions on the work of Covid-19 prevention and control in the past time, deploy a number of tasks and solutions in the coming time, held on the afternoon of August 10.

Pursuant to Resolution No. 68/NQ-CP dated July 1, 2021 of the Government on a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic and Decision No. 23/2021/QD-TTg dated July 7, 2021 of the Prime Minister stipulating the implementation of a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic, the People's Committee of Nghe An province has issued a plan and decided to implement a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic in Nghe An province.
The Department of Labor, Invalids and Social Affairs of Nghe An province has issued an official dispatch guiding the implementation of supporting employers in training, fostering and improving vocational skills to maintain employment for employees; providing instructions on paying severance pay to employees during the period of work stoppage related to the Covid-19 epidemic; issuing a notice assigning tasks to specialized departments of the Department to promptly receive and review support requests for target groups; issuing documents to Departments, branches, districts, cities and towns requesting the assignment of focal officers to urge coordination in implementation.
Departments and branches have closely followed and concretized the directives and instructions of the Ministry of Culture, Sports and Tourism. The State Bank of Vietnam, the Vietnam Bank for Social Policies and Vietnam Social Security have implemented Resolution No. 68 and Decision No. 23.

At the meeting, comrade Doan Hong Vu - Director of the Department of Labor, Invalids and Social Affairs said: The Department has opened a section on implementing Resolution 68/NQ-CP and Decision No. 23/QD-TTg on the Department's website; established a hotline.(Phone: 02383.830.159)to receive feedback and resolve problems of people and businesses.
Currently, in Nghe An, 7/12 support policies have been implemented. The Provincial People's Committee has issued Decision No. 2830/QD-UBND, dated August 8, 2021 to support employees and employers facing difficulties due to the Covid-19 pandemic (phase 1). The Department of Labor, Invalids and Social Affairs is coordinating with the Department of Finance to submit to the Provincial People's Committee a Decision on support (phase 2). The total number of subjects requesting support (phase 1 and 2) is 143 people, the support budget is 414 million VND.
The provincial Social Insurance has supported businesses to reduce occupational accident and disease insurance premiums for 6,966 businesses with 148,518 employees, with a support budget of VND 7,045 million; supported 06 businesses to temporarily suspend pension and death fund contributions for 536 employees with a support budget of VND 5,564 million.
The Social Policy Bank has completed loan disbursement procedures for 6 enterprises, with a total approved and disbursed loan amount of over VND 1,131 million/482 supported workers. Of which, 2 enterprises borrowed over VND 870 million to pay 370 workers (181 workers were beneficiaries); 4 enterprises had to temporarily suspend operations due to the request of competent State agencies to borrow nearly VND 261 million to pay wages to restore production and business for 112 workers.
Nghe An Provincial People's Committee issued Decision 22/2021/QD-UBND dated August 9, 2021 on supporting workers without labor contracts (freelance workers) and some other specific subjects in the province; which clearly stipulates the subjects, conditions, support levels and implementation time of the support policy.
Supported subjects: Workers without labor contracts (freelance workers) and some other special subjects facing difficulties due to the Covid-19 pandemic doing the following jobs: collecting garbage and scrap; Loading and unloading; transporting goods by rudimentary vehicles, 2-wheeled motorbikes, cyclos, three-wheeled vehicles, pushcarts at markets, train stations, river ports, seaports, airports, bus stations; Driving 2-wheeled motorbikes carrying passengers (motorbike taxis), cyclos carrying passengers; Mobile lottery retail; Mobile newspaper sales, shoe shine; Self-employed or working at businesses in the fields of food, accommodation, tourism, health care (medical massage, acupuncture), beauty salons (haircuts, shampoos, nails); Street vendors, small traders without fixed locations; Passenger car assistants; Bricklayers, construction workers; Doing work in some non-essential services must temporarily suspend operations according to the direction of Nghe An Provincial People's Committee, including: Bars, Karaoke, dance clubs, saunas, massage parlors, spas, gyms, yoga, billiards, electronic game services, Internet access points.
Support conditions: Workers are supported when meeting the following conditions: Working in one of the above jobs and losing their jobs during the period of isolation, social distancing or temporary suspension of non-essential services according to the decision of the Provincial People's Committee, District People's Committee. Currently residing legally according to the provisions of the Law on Residence in the isolation and social distancing area according to the decision of the competent state agency in Nghe An province. Particularly, those working in some non-essential services according to the provisions of this Decision are considered for support within the whole province according to the decision of the Provincial People's Committee.
Support level: 50,000 VND/day/person calculated based on the actual number of days of job loss or temporary suspension of operations, but not exceeding 1,500,000 VND/person/time of support (expected number of supported subjects: 33,000 people, cost of about 50 billion VND).
Support time:From May 1, 2021 to December 31, 2021.
