Nghe An: Save 48 billion VND/year if changing the method of purchasing public assets

According to the report of the Department of Finance in 5 years (from 2011 - 2015), the provincial state budget spent on purchasing public assets to serve the operational needs of state agencies and public service units with a total amount of 2,400 billion VND. Of which, the investment budget for specialized technical equipment accounted for 39.3%, information technology equipment accounted for 15%, cars and specialized cars accounted for 4.6%...
According to the survey data of the Ministry of Finance, applying centralized purchasing of goods will save 10-20%; if Nghe An saves 10% in purchasing assets, it is equivalent to reducing 48 billion VND/year for the provincial state budget.

With the centralized procurement method, the limitations of the decentralized procurement method will be overcome, such as: higher costs, suboptimal quality, limitations in ensuring standards in the management and use of state assets; difficulties in monitoring and controlling the implementation of anti-corruption and waste prevention and control, etc.
After listening to the Department of Finance present the draft announcement of the list of centralized assets and the unit implementing the asset procurement, the delegates also discussed and proposed opinions. They focused on the following contents: the limit on the number of assets purchased by each industry, funding, ceiling in centralized procurement; time for centralized procurement, etc.

Concluding the working session, Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Committee requested the Department of Finance to collect opinions from departments and branches into a document and at the same time review and compare the contents of the list prescribed by the Ministry of Finance, thereby forming a separate document, and submit it to the Committee. The Department of Finance needs to select a number of basic, valuable, and consistent assets to include in the regulations; for the lists that have not been regulated, the branches should take the initiative and report to the Department of Finance for appraisal to suit the specific characteristics of the branch.
After the decision of the Provincial People's Committee, the Department of Finance needs to have instructions on centralized asset procurement, clearly stipulating special and extraordinary cases where assets can be purchased.
