Nghe An implements the Regional Comprehensive Economic Partnership Agreement (RCEP)
(Baonghean.vn) - Pursuant to Decision No. 01/QD-TTg dated January 4, 2022 of the Prime Minister approving the Plan to implement the Regional Comprehensive Economic Partnership Agreement (RCEP Agreement), on February 25, 2022, the People's Committee of Nghe An province issued a detailed implementation plan.
Accordingly, the purpose of this Plan is to effectively concretize the Plan issued with Decision No. 01/QD-TTg of the Prime Minister in Nghe An, and at the same time effectively utilize the advantages ofRCEP Agreementto promote trade and investment cooperation between Nghe An province and countries participating in the Agreement.

During the implementation process, the Provincial People's Committee requires close adherence to the implementation plan approved by the Prime Minister, ensuring compliance with commitments and the province's socio-economic conditions; departments, branches and localities develop plans, roadmaps and allocate resources for effective implementation; the implementation process must be regularly inspected, urged, promptly guided and difficulties removed, ensuring the effectiveness of the implementation of the RCEP Agreement in the area.
The plan of the Provincial People's Committee has 3 key contents: disseminating and popularizing the RCEP Agreement; building laws, perfecting institutions; improving competitiveness, and effectively utilizing the RCEP Agreement.
Specifically, regarding propaganda and dissemination content: priority is given to propaganda and dissemination to affected subjects such as associations,business associations, businesses, cooperatives, state agencies at all levels and workers; establish an information hub on the RCEP Agreement at the Department of Industry and Trade as the Standing agency of the Steering Committee.International integrationProvince; promote information and forecasting work on import markets and domestic markets by state agencies with the function of providing information on trade and investment for businesses to grasp.

Finally, to improve competitiveness and effectively utilize the Agreement, the province will continue to develop and implement support programs to improve competitiveness for industries, enterprises, cooperatives, and farming households in accordance with international commitments; at the same time, have a plan to prepare for responding to industries that are directly and greatly affected by the Agreement.RCEP Agreement; concentrateagricultural restructuring, digital transformation, application of science and technology, advanced production models towards improving product quality, protecting the environment, tracing origin to meet domestic and international standards; strongly and substantially innovating administrative reforms, improving the investment environment, creating conditions for businesses to do business, participating in the value chain...

The Provincial People's Committee assigned the Department of Industry and Trade to preside over and urge departments, branches and localities to implement this plan; periodically before November 13 every year, summarize and report the results; implementation funding is arranged from the budget plan and legal funding sources on the basis of economical and effective use.
