Nghe An: Eliminated gambling ring using lottery via text messages

In early December 2018, the Criminal Police Department of Nghe An Province discovered a multi-district lottery gambling ring. Through verification, it was discovered that this ring had been operating for a long time and was growing by connecting with dozens of "agents" in all districts of Nghe An. Project 128B was established.

Through verification, the Investigation Committee identified the ringleader as Nguyen Xuan Hung (born 1973), residing in Ngoc Son hamlet, Do Thanh commune, Yen Thanh district. Hung does not have a stable job but has unclear economic circumstances.

After a period of synchronous use of professional measures, collecting full evidence and criminal documents of Hung and his accomplices, the Special Task Force arrested and prosecuted 7 defendants for "Gambling": Nguyen Xuan Hung (born 1973); Nguyen Thi Loan (born 1992); Le Van Son (born 1995), all residing in Do Thanh commune, Yen Thanh district; Vu Le Tien (born 1989); Le Thi Hoa (born 1977); Nguyen Thi Tram (1974); Nguyen Duy Trinh, all residing in Dien Chau district.

Hung is the person who organizes gambling in the form of recording lottery numbers, and at the same time receives lottery numbers from subordinate “agents”. To bypass the authorities, the subjects do not gather directly to play lottery numbers as usual, but operate entirely via text messages. The “agents” will compile lottery numbers of individual customers, then send text messages to Hung and receive commission from Hung.

After sending the lottery number message to Hung, the subject used lottery software to calculate the winnings and losses, yin and yang according to the Northern lottery results.

From the statements of the subjects and the collected evidence, it was initially proven that the gambling amount was more than 1 billion VND, 130 million VND, 7 cell phones, cables and lottery books were seized.

The case is currently under further investigation.
