Nghe An requests departments, branches and units to urgently resolve overdue administrative procedures.
(Baonghean.vn) - Departments, branches and units that have not yet responded to 36 overdue administrative procedure files must urgently coordinate with the Department of Planning and Investment to respond before April 14, 2022 to resolve administrative procedures for investors in accordance with regulations.
That is one of the contents that the Provincial People's Committee Office has just proposed in the Implementation Status Report.administrative proceduresImprove the investment and business environment in the province (from February 15, 2022 to March 14, 2022).
According to the report,Results of receiving and processing documents of relevant departments and branches in the past time:
- Total number of newly received applications: 213 applications, including:
+ Department of Planning and Investment: 55 files (investment policy: 49 files, issuance of Investment Registration Certificate: 6 files);
+ Department of Construction: 53 files (Appraisal of detailed construction planning at scale 1/500: 15 files; appraisal of basic design: 38 files);
+ Department of Natural Resources and Environment: 25 files (Land allocation, land lease, land use purpose conversion, land price determination: 19 files; Environmental impact assessment/Environmental protection plan: 6 files);
+ Southeast Economic Zone Management Board: 37 files;
+ Fire Police: 43 records.
-Total number of records with results: 134 records, of which: The number of records with results returned on time is 134 records, the number of records with late results is 0 records:
+ Department of Planning and Investment: 18 files;
+ Department of Construction: 44 files;
+ Department of Natural Resources and Environment: 25 files;
+ Southeast Economic Zone Management Board: 23 files;
+ Fire Police: 24 records.
- Total number of files being processed: 79 files.
- Total number of backlogs from previous reporting periods added together: As of February 15, 2022, there are 36 backlogs. Specific responsibilities are as follows:
- Investor's responsibility: 15 dossiers (during the appraisal process, the departments and branches requested additional adjustments but the investor did not supplement as requested and supplement according to Decree 31).
-Districts, cities, towns: 21 records, including: Quynh Luu (6 records), Nam Dan (5 records), Quy Hop (3 records), Vinh City (2 records), Do Luong (1 record), Hung Nguyen (1 record), Que Phong (1 record), Tan Ky (1 record), Tuong Duong (1 record).
About the advantages:The reception and return of administrative procedure results to investors have been carried out centrally at the Provincial Public Administration Service Center. The guidance of documents by departments and branches at the Center ensures compliance with procedural regulations and basic content requirements, and follows the principle of only providing guidance once for each document. During the month, 100% of documents were processed on time.
The monitoring and urging of the dossier processing process for the presiding departments is carried out regularly and promptly. Therefore, the responsibility of the presiding departments in directing the processing of dossiers and resolving administrative procedures for individuals and organizations has been enhanced.
Officials, civil servants and public employees strictly comply with the Center's working regulations and administrative discipline; have appropriate communication and behavior methods, clearly define the role of accompanying investors in resolving administrative procedures, and do not cause difficulties, inconveniences or harassment to investors.
Most departments and branches (especially the leading departments) have been serious, active and highly responsible in directing and assigning the processing of investment dossiers; proactively advising the Provincial People's Committee, recommending central ministries and branches to consider and resolve problems and difficulties related to the application of law in handling investment procedures. Many pending dossiers have been resolved and completely handled.
About the limitations:The coordination between relevant agencies and units in handling interconnected administrative procedures for investors is not yet serious and not in accordance with regulations, leading to a large backlog of documents in handling administrative procedures and prolonging the time; on the other hand, some enterprises and investors are still not proactive in coordinating with relevant agencies in supplementing and completing documents in accordance with legal regulations, leading to a large backlog of documents (15/36 documents are backlogged due to investors' fault). In addition, some district-level units have not really fulfilled their coordination responsibilities, and are slow to respond to related issues, leading to a lack of basis for competent agencies to handle documents for investors. Units with many unanswered documents include the People's Committees of the districts: Quynh Luu, Nam Dan, Quy Hop...
On key tasks in the coming time:Requesting departments, branches and units that have not yet responded in writing to 36 overdue administrative procedure files in the fields of: approval of investment policy, adjustment of Investment Registration Certificate. Urgently coordinate with the Department of Planning and Investment to respond in writing before April 14, 2022 to resolve administrative procedures for investors in accordance with regulations.
Departments, branches and sectors under the Provincial People's Committee; People's Committees of districts, cities and towns continue to advise the Provincial People's Committee on solutions to strongly improve the investment and business environment by focusing on removing bottlenecks in infrastructure, promoting administrative reform; creating a favorable, equal, open, transparent and friendly investment and business environment to attract investment and develop enterprises;
Continue to advise the Provincial People's Committee to effectively develop and implement plans, projects, mechanisms and policies to concretize the Party's guidelines and policies and the State's policies and laws; focusing on implementing the National Assembly's Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province;
Implementing digital transformation in management activities, providing public services, changing administrative management methods from traditional to modern, associated with digitalization and using the results of digitalization of records, documents, and results of administrative procedure settlement to improve service quality, increase labor productivity, contribute to the formation of digital citizens, digital enterprises in building e-government and digital government. Strengthening the application of information technology in public service provision of agencies has contributed to improving provincial competitiveness (PCI), creating conditions to attract investment in industrial parks and clusters in the area;
- Departments, branches and localities continue to review internal regulations and procedures for investment, land, construction, licensing... at agencies and units to ensure compliance with the time limit prescribed by law;

- Strengthen discipline and administrative discipline; step up inspection and supervision of the performance of public duties by cadres and civil servants; review and periodically transfer cadres, civil servants and public employees working in a number of positions related to the management of the State budget and assets, directly contacting and handling the work of agencies, organizations, units and individuals in accordance with regulations;
- Continue to improve the quality of the staff, civil servants and public employees working at the Public Administration Service Center; one-stop-shop departments at all levels and in departments, offices and units that regularly contact and handle documents and procedures for investors. Prioritize the arrangement of cadres, civil servants and public employees with capacity, qualifications, sense of responsibility and good communication skills;
- Increase the use of online public services at levels 3 and 4 on the National Public Service Portal, the Provincial Public Service Portal and receive and return administrative procedure results via public postal services to save costs and time for organizations and individuals, while ensuring fairness and transparency;
- Continue to effectively and on schedule implement the contents according to the Plan for implementing the Project on innovation in implementing the one-stop-shop and one-stop-shop mechanisms in handling administrative procedures in the province; continue to link the digitization of records, papers, and results of handling administrative procedures with the process of receiving and processing administrative procedures at the Provincial Public Administration Service Center, the Reception and Result Delivery Department at the district and commune levels according to the instructions in Official Dispatch No. 958/UBND-KSTT dated February 17, 2022 of the Provincial People's Committee on instructions on digitizing records and results of handling administrative procedures.
