(Baonghean.vn) - The construction of the N5 route, phase 2, including the Cam River bridge, invested by the Southeast Economic Zone, through Nghi Thuan commune, Nghi Loc district, has been delayed for a long time due to the lack of land clearance.

The N5 route through hamlets 7, 8, 9, 10 of Nghi Thuan commune has not yet been handed over. This has not only stalled the construction of the N5 route but also caused the construction of the Cam River overpass to stop.

Mr. Tran Nam Huan - an officer of the Southeast Economic Zone Project Management Board said: "Due to land clearance problems and the road not being cleared, the transportation of equipment for the construction of the Cam River Bridge is extremely difficult. The contractor has to hire small trucks to transport materials along the village roads to the foot of the construction site."

Mr. Le Xuan Loc - Chairman of Nghi Thuan Commune People's Committee said: The District Land Clearance Council and the Commune People's Committee have had many working sessions with 46 households subject to relocation. However, many households have not accepted the compensation plan for site clearance.

Therefore, as of November 29, Nghi Thuan still had 11 households that had not signed compensation and site clearance documents. Immediately after the Provincial People's Committee issued Notice No. 715/TB-UBND dated November 29 on "Notice of conclusion of Comrade Nguyen Xuan Duong - Chairman of the Provincial People's Committee at the working session on the construction progress of Song Lam Cement Factory and traffic routes serving cement transportation", the Standing Committee of Nghi Loc District Party Committee directed the District Compensation and Site Clearance Council, Nghi Thuan Commune People's Committee and related sectors to focus on propaganda, resolve problems in compensation, and organize the relocation of all households related to the project to hand over the site to the construction unit.

Nghi Thuan commune established a working group of 20 people who are regularly present at the scene to do this work.

Speed ​​up the progress of resettlement areas

Thanks to the focus on propaganda and mobilization and the consensus of the people, by December 5, the site clearance for N5 road was partially opened, 12 meters wide to make a service road to transport beams, materials and machinery to the construction of the Cam River Bridge. The construction unit, Thanh Hoa Transport Corporation I, urgently poured hard soil to make a service road, built a road to launch the bridge beams and treated the weak soil at the 55 meter head of the Cam River Bridge.

By December 10, the road construction and girder launching were completed and the next main task will be to launch the girder system on the remaining two spans. Nghi Thuan Commune People's Committee contacted Nghe An Water Supply Company and Nghi Loc Electricity to support households in moving water pipes and power lines to facilitate the movement of vehicles transporting construction materials.

These days, the working group of Nghi Thuan commune is continuing to focus on mobilizing all households along the route to dismantle their houses and auxiliary structures to ensure a construction site for a part of the road, and eventually the entire road. Nghi Thuan commune leaders said that in just a few days, the service road serving the construction will continue to be widened by 10 meters. According to the direction of the Provincial People's Committee, by December 31, the bottlenecks on route N5 in the Southeast Economic Zone and route N5 to Hoa Son Do Luong must be completely removed to clear the technical route.

Mr. Nguyen Duc Tho - Vice Chairman of the District People's Committee, Chairman of the Nghi Loc District Land Acquisition Council said: "To ensure the progress of handing over clean land before December 31, the District Land Acquisition Council coordinates with the Nghi Thuan Commune People's Committee to continue to propagate and mobilize households that have drawn lots and received compensation to soon build and complete houses in the resettlement area, and promptly move to this new residential area.

For the 11 households that have just signed compensation documents, the District Land Acquisition and Site Clearance Council will direct early payment of compensation so that these families can rent temporary housing while they have not yet built or are building new housing in the resettlement area. Nghi Loc strives to hand over the site to the contractor before December 31, 2016.
