Nghi Loc: Transferred and arranged 7/10 Vice Chairmen of Commune People's Committees

(Baonghean.vn) - Up to this point, Nghi Loc district has had a plan to arrange 7/10 Vice Chairmen of Commune People's Committees who are subject to streamlining according to the Law on Organization of Local Government.

According to the Law on Organization of Local Government 2015 (Article 34); Decree No. 08/2016/ND-CP, dated January 25, 2016 of the Government, Nghi Loc district has 9 communes and 1 town, each unit has "extra" 1 position of Vice Chairman of the Commune People's Committee.

These are Nghi Lam, Nghi Cong Bac, Nghi Cong Nam, Nghi Yen, Nghi Xuan, Nghi Thai, Phuc Tho, Nghi Phong, Nghi Van communes and the town. The difficulty is that after the commune-level Party Congress, the elected positions have been stable; in some localities, there is still a shortage of some civil servant positions according to regulations, so the qualifications of the Vice Chairmen of the People's Committee are not suitable for the civil servant's expertise to be arranged. Therefore, the transfer and arrangement to reduce 10 Vice Chairmen of the People's Committees of communes and towns is very difficult.

However, it is clear that the reduction of the number of Vice Chairmen of the Commune People's Committees has been legalized and must be implemented. Therefore, since the beginning of March 2016, the Standing Committee of Nghi Loc District Party Committee has directed the District People's Committee, the District Party Committee's Organization Board, the District Internal Affairs Department and 10 communes and towns with "surplus" Vice Chairmen of the People's Committees to review each specialized position and civil servant in the localities. On that basis, a plan has been developed to rearrange and reassign specialized cadres and civil servants at the commune level.

Accordingly, Nghi Loc district's approach is to first encourage 1 Vice Chairman of the People's Committee at the commune level to retire. Second, transfer 3 Vice Chairmen of the People's Committee to take up the position, 2 people to be Chairmen of the Fatherland Front Committee of the commune (the old position of Chairman of the Fatherland Front Committee was transferred to be Chairman of the Veterans Association) and 1 Vice Chairman of the People's Council of the commune (the old position of Vice Chairman of the People's Council of the commune was transferred to do other tasks).

Third is to transfer 2 Vice Chairmen of the Commune People's Committee with suitable professional qualifications to take on the position of civil servant of the Commune People's Committee Office and 1 Vice Chairman to take on the position of civil servant of Culture - Policy.

Thus, Nghi Loc district currently has a plan to arrange 7/10 "surplus" Vice Chairmen of the Commune People's Committee according to the Law on Organization of Local Government and Decree No. 08/2016/ND-CP of the Government.

Up to now, there are still 3 Vice Chairmen of the People's Committee of the communes subject to streamlining according to the Law on Organization of Local Government in Nghi Cong Nam, Nghi Yen, Nghi Phong communes without specific plans.

However, according to comrade Phan Sy Duong - Member of the Provincial Party Executive Committee, Secretary of Nghi Loc District Party Committee, in the spirit of the Law on Organization of Local Government which has come into effect and the guiding documents of the Central and the province, the district continues to direct strongly to arrange and deploy appropriately.

In particular, special attention should be paid to doing a good job of ideological work on the basis of encouraging the sense of responsibility of cadres and party members and ensuring good policies for cadres, because in reality, the Vice Chairmen of the People's Committees at the commune level are all young cadres, well-trained, qualified, competent and prestigious, even those cadres who are encouraged to retire are also capable and prestigious cadres.

The district will strive to complete the arrangement and assignment of Vice Chairmen of the People's Committees of communes and towns before the first session of the District People's Council for the 2016-2021 term is held.
