Born in Do Luong (Nghe An), Pham Ngoc Phi loved singing since he was a child, but partly due to circumstances, Phi's path to music was quite difficult.

Thanks to the days of wandering with the photography profession, Phi saved up some money so he decided to take the entrance exam to the Hanoi University of Culture and Arts of the Army. In the end, music did not disappoint a persistent person like Phi. In 2014, Pham Ngoc graduated from the University of Culture and Arts of the Army.

Mr. Le Huy Hoang, a lecturer at the Military University of Culture and Arts, once commented that Ngoc Phi's voice is very suitable for bolero music and sings very emotionally. Although the teacher encouraged her to enter a singing competition, Ngoc Phi only wanted to devote her passion to another corner. "I sing because of my passion, I am devoted to art and I like to support organizations and groups in mass cultural and artistic activities every day," Ngoc Phi shared.
