Speaking to reporters ahead of the visit, a US State Department official said: "After decades of difficult relations between Laos and the United States - a period of mutual estrangement and suspicion - there has recently been a real shift in the bilateral relationship."
The visit comes ahead of a major summit between President Barack Obama and Southeast Asian leaders in the United States next month.
In 2016, Mr. Obama is also expected to visit Laos.
After Laos, Secretary Kerry will visit Cambodia and China.
During his Asia tour, Kerry is expected to urge Beijing to restrain North Korea after Pyongyang's nuclear test, and call on Southeast Asian countries to unite to deal with China's sovereignty claims in the East Sea./.
