Dedicated to work
We had the opportunity to join the working delegation of the Steering Committee for Covid-19 Prevention and Control of Military Region 4 to inspect the quarantine points for citizens returning from epidemic areas at the Nghe An Provincial Military School. Talking with Colonel, Specialist Doctor 2, Nguyen Thanh Binh, Head of Military Medicine of Military Region 4, he said that since the Covid-19 epidemic appeared in Vietnam, with its functions and tasks, the Military Medicine Department of the Military Region has always closely monitored the developments of the epidemic situation in the area and closely followed the direction of the superiors to advise and issue many documents on Covid-19 prevention and control of the Military Region Steering Committee. Closely coordinate with agencies and units to do a good job of propaganda and guidance so that soldiers and people in the area understand and actively participate in epidemic prevention and control.The agency also strengthened the direction of military medical units to strictly implement directives at all levels, and at the same time organized training and regular updates for officers, soldiers, and military medical staff on new contents in epidemic prevention and control. Along with that, directed the review, supplement, and consolidation of mobile forces; proactively prepared medicines, chemicals, supplies, and medical equipment for epidemic prevention and control work, ensuring timely provision for units.
Military Region 4 has a border with Laos that is more than 1,330 km long, with many border gates, trails, and openings. During the Covid-19 pandemic, a large number of citizens from Thailand and Laos entered the Military Region every day, along with an increasing number of citizens in quarantine. These are difficulties in the prevention and control of the Covid-19 pandemic in the Military Region in recent times. Based on the above characteristics, Military Region 4 has implemented 10 effective measures to prevent and control the epidemic, in which the Military Region 4 Command has proactively coordinated and agreed with the Party Committees and authorities of 6 provinces on the plan to coordinate, classify, and receive citizens for quarantine according to the direction of the Government and the Ministry of National Defense.
In addition to his leadership duties, Colonel and Doctor Nguyen Thanh Binh is regularly present at quarantine areas. Doctor Binh's job is to grasp everything from the flow of people, medical declarations, and health monitoring of people returning from epidemic areas, to understanding the advantages and disadvantages, understanding the aspirations of the people... to promptly advise the Military Region Steering Committee and immediately deploy necessary solutions.

We also learned that, despite being very busy with epidemic prevention work, Colonel, Doctor Nguyen Thanh Binh still takes time to comprehensively direct all aspects of military medical work. One of the things he always worries about is how to maintain good medical examination and treatment at all levels, especially ensuring the quality and health insurance (HI) benefits for soldiers and their relatives on active duty.
He confided: In the initial phase of implementing health insurance for the entire army, Military Region 4 encountered many difficulties in legal procedures, related to practice certificates and operating licenses, so many military medical facilities were not qualified to participate in health insurance examination and treatment. He was one of the pioneers in training, propagating, and urging military medical units to complete full health insurance examination and treatment records.
Join hands to fight Covid-19
With the drastic direction and implementation of Colonel, Doctor Nguyen Thanh Binh, the medical examination and treatment work from the unit level to the infirmary and hospital is always smooth and ensures the best standard of treatment for soldiers. In particular, during the peak period of Covid-19 epidemic prevention this time, from the 10% health insurance fund for primary health care, the units have applied appropriately, exploited and used the right types of drugs, chemicals, and medical supplies, contributing to health care, improving the resistance of officers, soldiers and forces performing tasks in quarantine areas, meeting the requirements of epidemic prevention.

Ministry of National Defense commends efforts of Military Region 4 in preventing and fighting Covid-19

Colonel Vuong Kim Hai - Party Secretary, Political Commissar of the Logistics Department of Military Region 4 affirmed that Colonel, Doctor CK2 Nguyen Thanh Binh is a dynamic, creative cadre, who covers the work well, is a doctor who has been trained and matured from the grassroots, has professional qualifications and management experience, and is always devoted to the cause of healthcare for soldiers and people. In the early days of assuming the position of Chief of Military Medicine of Military Region 4, despite facing many difficulties: The physical facilities and equipment of the industry are still lacking; limited operating budget; the medical team and doctors are still lacking, with uneven qualifications... In that situation, he advised the Standing Party Committee and the commander of the Logistics Department on many practical and effective policies and measures, contributing to improving the quality of healthcare for soldiers and local military medical work.

Colonel, Doctor CK2 Nguyen Thanh Binh was born and raised in Thanh Van commune (Thanh Chuong, Nghe An). From 1985 to 1991, he studied at the Military Medical Academy. Since graduating, he has worked in many different units and positions, and has always completed his tasks excellently. During the current Covid-19 pandemic, with his contributions, he has helped the Steering Committee of Military Region 4, as well as the Standing Committee of the Party Committee of the Military Region 4 Command, promptly direct agencies and units to prevent and control the Covid-19 pandemic very effectively.

With the achievements, from 2018 to present, the Military Medical Department of Military Region 4 has achieved the title of Determined to Win Unit, Colonel Nguyen Thanh Binh was awarded the title of Emulation Fighter. In 2019, he was awarded 2 Certificates of Merit from the Ministry of National Defense. During the Covid-19 pandemic prevention and control period, Colonel Nguyen Thanh Binh was also proposed to be awarded a Certificate of Merit by the Ministry of National Defense.
On March 30, at the military-wide online conference on disease prevention and control, Senior Lieutenant General Tran Don - Deputy Minister of National Defense, Head of the Steering Committee for Covid-19 Prevention and Control of the Ministry of National Defense alsocommended the efforts of Military Region 4 in preventing and fighting Covid-19. The most prominent of which was the effective implementation of the 10 tasks identified by the Military Region; coordinating with the Party Committees and authorities of 6 provinces to effectively apply the "4 on-site" mechanism in the area; doing a good job of coordinating, channeling, and receiving citizens for quarantine in the provinces of the Military Region Command with 6 provinces.
