Prime Minister Nguyen Xuan Phuc - Chairman of the Central Emulation and Commendation Council emphasized this when chairing the conference on February 23 to summarize 2016 and set the direction for 2017 of the Council.

The Prime Minister said that recently, public opinion and people have reacted to unhealthy manifestations in emulation and reward work.

Propaganda about this work is not appropriate, timely, vivid, and regular, so it has not highlighted good people and good deeds, and even allowed bad images to dominate.

The Prime Minister emphasized: "Without good innovation, without business, without good people and good deeds, the country will not develop successfully. Without the people's support, the country will not develop successfully. Rewards must target such factors to be accurate, fair and have wide spread."

He also mentioned the situation of not selecting truly exemplary and touching examples when rewarding, the reward work is often still formal and "praising leaders too much".

According to the Prime Minister, it is not advisable for leaders to be rewarded too much and it may be because having medals makes it easier to be promoted and appointed. Emulation and rewards must be given something meaningful to people in remote areas and ethnic minorities.

"Good people often have self-respect so they do not ask for certificates of merit. We must seek them out to reward them promptly, and specialized agencies must do this," said the Prime Minister.

Taking the recent state award as an example, which caused a stir, the Prime Minister said: "The lack of poets Xuan Quynh and Thu Bon... being honored this time is due to procedures, or is it due to subjectivity? This is a big question about the way emulation and reward officials work."

Deputy Minister of Home Affairs Tran Thi Ha - Permanent Vice President of the Central Emulation and Commendation Council reported: In 2016, the Central Emulation and Commendation Council presented to the Prime Minister 22 emulation flags of the Government and 33 certificates of merit of the Prime Minister to 55 ministries, departments, branches and localities;

Proposing to award the title of National Emulation Fighter to 102 individuals, leaving 42 cases due to not meeting the prescribed conditions and standards.

Ms. Ha also admitted that some movements are not very effective, not deep, the form and content of emulation are not rich and diverse, and the effects of the movements have not been fully promoted.

Although the quality of commendation work has been improved, there are still some collectives and individuals who are commended but whose achievements are not truly outstanding.

In the work of commendation, there has not been any change in discovering typical examples for timely commendation, commendation for workers, farmers, and direct laborers and producers.

Also this morning, Prime Minister Nguyen Xuan Phuc sent a letter of commendation to the Military Medical Academy and Military Hospital 103.

In the letter, the Prime Minister wrote: "I am pleased to know that on February 21 at Military Hospital 103, the Military Medical Academy coordinated with Japanese experts to successfully perform the first lung transplant on a human, marking a step forward in Vietnamese medicine."

“On behalf of the Government, I warmly commend the achievements of the professors, doctors and medical staff of the Military Medical Academy and Military Hospital 103.

On this occasion, I would like to send my congratulations to Ly Chuong Binh and his family and thank the Japanese experts for their support and assistance."
