People evacuated in Thanh Vinh and Truong Vinh wards are supported to ensure living conditions during stormy days.
In response to storm No. 5, the authorities of Thanh Vinh and Truong Vinh wards, Nghe An province urgently organized the evacuation of thousands of households in old apartment buildings, collective housing areas and vulnerable areas. By the morning of August 25, all residents in vulnerable areas had been moved to safe places with adequate temporary living conditions.
Faced with the complicated developments of storm No. 5, the People's Committee of Thanh Vinh Ward has urgently implemented a plan to evacuate people from vulnerable areas. According to statistics, more than 1,000 people in buildings C2, C3, C4, C5, C6 and D2 of the old Quang Trung apartment complex have been urgently evacuated. In addition, nearly 300 households in old apartment buildings in Cua Nam, Hung Binh, Doi Cung, Le Loi (old) wards... are also subject to evacuation.

People were temporarily housed at Lam Giang Hotel, CT1B apartment building, and the cultural house of the block, as well as encouraged to stay with relatives. By the evening of August 24, the relocation was basically completed.
At Lam Giang Hotel, one of the evacuation points, according to the reporter's records on the morning of August 25, people have settled down to rest. Drinking water and electricity are fully supplied, and there are police and militia forces on duty regularly to guide, ensure order and support people when needed. Most of the residents evacuated here are residents of building D2, the old Quang Trung apartment complex.

Ms. Vo Thi Hue, temporarily residing at Lam Giang Hotel, said: “When we heard about the big storm, we were very worried because the apartment building had been degraded for many years. After being informed by the authorities, my family immediately packed up the necessary items and followed the forces to bring us here. There were people on duty, drinking water, and full lunch boxes, so we felt more secure.”

Leaders of Thanh Vinh Ward also went directly to the grassroots, inspected storm prevention work, and visited and encouraged people after they had evacuated. The Ward People's Committee also directed the Vietnam Fatherland Front and organizations to coordinate with functional forces to provide food, drinking water, medicine, and necessities. "Not only safety, people also need to be stable in spirit and daily life. This is something we are particularly concerned about," emphasized Mr. Nguyen Sy Dieu - Chairman of Thanh Vinh Ward People's Committee.

At the same time, Truong Vinh ward completed the relocation of households living in many dangerous areas such as Hoa Lam residential area, Thuan Hoa block (old Hung Hoa commune), 20C collective housing area (old Hung Dung ward), Hoang Thi Loan knitting collective housing area (Trung Do 13 block), Vinh riverside residential area (Trung Do 2, 3 blocks), Vinh Fiber Factory 3-storey building (Ben Thuy 7 block) and Vinh market area...

The ward People's Committee has arranged 10 safe evacuation points at schools, medical stations, the People's Committee of Hung Hoa commune (old), cultural houses of the blocks... at the same time, fully prepared necessities and medical supplies ready to serve the people.

Mr. Nguyen Ngoc Phong - Vice Chairman of Truong Vinh Ward People's Committee said: "Immediately after completing the evacuation, the ward assigned police, militia, and neighborhood groups to be on duty 24/7 at evacuation sites as well as old residential areas. Their task is to support people in their daily lives, promptly provide supplies when needed, and maintain regular contact to report the situation. We identify this as a key task that must be maintained continuously throughout the storm's impact, so that people can truly feel secure when leaving their homes."

With the proactive and decisive actions of the government and the consensus of the people, the evacuation work to prevent storm No. 5 in localities has been quickly implemented, ensuring the safety of lives and temporarily stabilizing the lives of thousands of households. This is considered an important preparation step to minimize the damage caused by natural disasters.
