(Baonghean.vn) - Nearly a year after having to leave their old homes, dozens of households in Luong Minh commune, Tuong Duong district (Nghe An) were affected or damaged by the hydroelectric dam's flood discharge in July and August 2018 and are now living temporarily, waiting for resettlement.

Along Road 543B from Xa Luong Commune to Luong Minh (Tuong Duong, Nghe An) used to be a prosperous village with rows of houses close together. Now, this area is only a pile of rubble with bricks, concrete scattered everywhere, and empty, incomplete house foundations.

The reason is that during the great flood in 2018, this area was devastated by floodwaters. People had to move to other areas to ensure safety.

Căn lều được dựng bằng bì rách, vải bạt, lợp bằng những tấm tôn tận dụng, thủng lỗ chỗ. “Trong đợt xả lũ của thủy điện Bản Vẽ vào tháng 8 năm 2018, nơi ở cũ của bị sạt lở và ngập sâu trong nước nên gia đình ông phải chuyển lên đây dựng lều ở tạm” – ông Toàn cho biết.

The tent is built with torn leather, canvas, and roofed with recycled corrugated iron sheets, full of holes. "During the flood discharge of Ban Ve Hydropower Plant in August 2018, the old place was eroded and deeply flooded, so my family had to move here to set up a temporary tent" - Mr. Toan said.
On sunny days, the tent was as hot as an oven, and the family's activities mainly took place outside. On rainy days, the tent leaked on all sides, water flowed all over the ground, sitting inside was no different from sitting outside, life was makeshift and inconvenient in every way. "I just hope to have land soon to build a house, the rainy season is coming and I don't know where to live."
In 2018, after 2 flood discharges from the hydropower plant, 65 households in Luong Minh commune were affected and suffered damage. In the first phase, there were 34 households, in the second phase, there were 31 households. These households were included in the project "Emergency evacuation of households from areas at risk of landslides" by the Provincial People's Committee. However, up to now, the project has not had much movement, people are living in tents and makeshift houses.

Currently, the land fund for resettlement has been planned, and Tuong Duong district is implementing construction, but for many reasons, the resettlement areas have not been completed yet. "Currently, the commune has just basically completed the resettlement site for 31 households in Xop Mat village, and 34 other households have been arranged to resettle behind the headquarters of the People's Committee of Luong Minh commune. However, so far, it is only in the survey stage. The commune wants to speed up the progress and hand over the site to the villagers to stabilize their lives before the next rainy season, but it still depends a lot on the progress of the contractor..." - Mr. Vi Dinh Phuc, Chairman of Luong Minh commune said.
