Former Quang Nam leaders said that in May 2007, Le Phuoc Hoai Bao graduated from Da Nang University of Economics with honors, then returned to his hometown to participate in social work and was admitted to the Party in Dai Loc district. Around the beginning of 2008, Hoai Bao passed the exam to become a lecturer at Da Nang University of Economics, worked there for a short time and then resigned.

While working at the Chu Lai Open Economic Zone Management Board with a one-year contract, paid according to products, Hoai Bao passed the entrance exam to Claremont Graduate School (USA).

At this time, Quang Nam has a policy of attracting talent and providing funding for master's degree study abroad. The province wants to select students to send to study abroad, but the school in the US requires students to have at least two years of work experience.

“Hoai Bao has a local household registration, is the child of a cadre or civil servant, so there is nothing wrong with the province's regulations. But because of the definition of what a student is, there was a misunderstanding,” Mr. Thanh said, adding that at that time, very few university graduates with excellent degrees registered to work in Quang Nam province. “Hoai Bao and another person registered, but in the end the other person did not participate,” he said.

According to Mr. Thanh, the procedure for funding Hoai Bao to study was carried out in accordance with the province's policy. The scholarship review process went through many stages and many appraisal places, so it was prolonged.

Mr. Thanh said: "Hoai Bao is a young person, working with enthusiasm, so I hope the Party and the Central Inspection Committee will create conditions for Hoai Bao to overcome shortcomings to contribute to the development of society."

When the inspection agency pointed out that Mr. Hoai Bao violated the principles of organizing Party activities, missed many months of activities, and did not transfer Party activities while studying abroad, Mr. Thanh admitted that "this was Bao's shortcoming". According to him, during his time studying in the US, Hoai Bao applied for permission and was allowed to be absent by the Party cell. Because he had just joined the Party, Bao did not understand the basic principles. The Party cell in the countryside also did not know clearly about the principles of transferring activities, so it agreed to let Bao temporarily stop participating in activities according to the study program.

Previously, on December 16, the Central Inspection Committee announced the results of the inspection when there were signs of violations against the Party Committee of the Provincial People's Committee and Mr. Le Phuoc Thanh, former Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the People's Committee of Quang Nam province.

Among the violations and shortcomings of Mr. Thanh pointed out by the inspection agency, there were his failure to set an example, showing favoritism and favoritism for his family in planning, transferring, assigning and deciding to appoint Mr. Le Phuoc Hoai Bao to the positions of Head of the Chu Lai Open Economic Zone Management Board, Vice Chairman of the People's Committee of Thang Binh District, Deputy Director, Director of the Department of Planning and Investment, who did not meet the standards and conditions, violated the process and procedures; allowing the Provincial People's Committee to decide to send Mr. Le Phuoc Hoai Bao to study for a master's degree abroad using the State budget, which was not in accordance with regulations.
