Former Secretary of Hoi An City Party Committee: 'Many talented and virtuous young people are a blessing for the country'

February 6, 2017 08:19

Former Hoi An City Party Secretary Nguyen Su resigned 2 years early with the idea of resigning to let the younger generation develop, because position is not the property or land of any individual.

In the discussion about the promotion and appointment of "hot" officials in 2016, Mr. Nguyen Su always worried: There must be a mechanism to promote and make use of young and capable officials, not to use corrupt policies to arrange relatives and children into the apparatus. If because of "children of the boss" we put incompetent people into the apparatus, the country's future will be difficult to develop....

You once said you would resign to let the younger generation develop. Nowadays, young people are highly regarded in many fields. However, sometimes the public is surprised by the unusually fast advancement of young officials. How do you view this phenomenon?

Young cadres with full capacity and potential should be supported. Because if there are still many talented and virtuous young people, it is a blessing for the country. But they must develop by themselves and their own capacity.

Maybe the young generation is a bit inexperienced now, but if they show their potential, they should be promoted and trained to take on key positions.

But if for reasons of acquaintance, nepotism or negativity, some cases are promoted as recently voiced by public opinion, it is unacceptable.

Positions and titles in this system are not anyone's assets or property. Therefore, they should not be gambled with, and for any reason, do not put incompetent and immoral people into the system.

He wanted to mention some cases of young officials being appointed that have caused a stir recently. However, when considering, were they all appointed according to the correct procedures?

What is process? Now everything is blamed on process.

Processes are set by humans, if they are not strict then they must be changed. There are processes that are very strict, very correct, but the nature and goal of the problem are wrong.

A process that harms people's lives and hinders development will drag the whole society down.

Process is part of policy. It is policy corruption that creates terrible harm to development.

For example, the case of Trinh Xuan Thanh. The transfer of Mr. Thanh does not mean that he is transferred automatically. So what is the process for the transfer?

I'm talking about policy corruption, it's very harmful. Policy changes, mistakes, and incompatibility with practical conditions are normal, but the policy makers themselves who deliberately seek personal gain are dangerous.

Abuse of power may only affect a certain unit, a locality, or a certain part, while policy corruption will affect the whole society. Only a small part benefits.

Back to the story of young cadres, is it true that the biggest difficulty for them is their lack of experience?

Experience is essential, but don't let it become empiricism. Experience is from the past, both successes and failures. You accumulate from past experiences to know what to avoid, not to repeat.

Experience must be summarized from both success and failure. For example, the environmental incident related to Formosa in Ha Tinh is an obvious lesson, the price we have to pay is not 1-2 years but maybe a hundred years. Meanwhile, the Ministry of Industry and Trade's inclusion of the Ca Na steel project in the industry planning is something worth considering and thinking about.

The important thing I want to say is that we should not let personal and family interests dominate the interests of the people.
