Former Head of the Department of Labor, Invalids and Social Affairs of Hoang Mai town was imprisoned for... 'fixing a case'!
(Baonghean.vn) - When his friend's wife asked him to reduce his sentence, Nguyen Van Bac agreed. After contacting his friend named Van, Bac (who was then the Head of the Department of Labor, Invalids and Social Affairs of Hoang Mai town) raised the price of the sentence reduction from 1.2 billion to 1.5 billion VND to enjoy the difference.
Before getting into trouble with the law, Nguyen Van Bac was the Head of the Department of Labor, War Invalids and Social Affairs of Hoang Mai town, and Van was an officer working at the Ministry of Public Security.
The incident started in May 2019, Van Huy Thang (residing in Quynh Loc commune, Hoang Mai town) was prosecuted and investigated by Nghe An Provincial Police for the crime of "Illegal trading of explosives". Therefore, Ms. Bui Thi H. (Thang's wife) asked Bac to find a wayrun the casefor her husband. Because Thang was a friend in the army with Bac, Bac accepted.

Through a previous relationship, Bac contacted Van to get Thang's sentence reduced. Van told Bac that he could ask for Thang's sentence to be reduced from Clause 4, Article 305 to Clause 1, Article 305, and that he would only have to go to prison for 3 to 5 years, at a cost of 1.2 billion VND.
On July 12, 2019, Ms. H. gave Bac 904 million VND. Bac lent another 96 million VND to make it 1 billion VND. On July 15, Bac gave Van 1 billion VND. After receiving the money, Van called someone and told Bac: "The job is done, they accepted it for you."
In August 2019, Van called Bac and asked him to tell Ms. H's family to transfer the remaining amount. On August 8, 2019, Ms. H gave Bac an additional 475 million VND. Bac promised to lend him 25 million VND to make up the 500 million VND. Of the money he took from Ms. H, Bac only gave Van 200 million VND, the rest was for personal use.
Thus, the investigation agency determined that the total amount of money that Nguyen Van Bac received from Ms. H.'s family was 1.379 billion VND. Bac transferred 1.2 billion VND to Van. Van used the above amount for personal use, and had no activity related to the request for a sentence reduction for Thang.
In October 2019, when she learned that her husband was still being prosecuted under Clause 4, Ms. H. became suspicious and asked for payment, but the two subjects did not pay (Van Huy Thang was later sentenced to 12 years in prison by the Nghe An Provincial Court of First Instance). Therefore, Ms. H. filed a complaint with the police.
When he learned that Ms. H.'s family had filed a complaint, Bac returned 520 million VND to the victim, and wrote the remaining amount in a loan note. On February 26, 2020, Nguyen Van Bac turned himself in to the police. Based on Bac's statement, the police issued an emergency detention order for Nguyen Xuan Van.
At court, the two defendants admitted to all their crimes. Defendant Bac confessed that he had raised the amount of money from 1.2 billion to 1.5 billion VND to “fix the case” in order to enjoy the difference. Defendant Van confessed that after receiving the money, he did not fix the case as promised. Afterwards, the defendant returned 1.2 billion VND to Bac.
The victim attending the court said he had received the full amount of money and asked for a reduced sentence for the two defendants.
Considering the case as a whole, the court sentenced Nguyen Van Bac to 2 years and 6 months in prison and Nguyen Xuan Van to 7 years in prison for fraud and appropriation of property.
