On October 11, the Investigation Police Agency of Yen Thanh District Police issued a decision to prosecute the case, prosecute the accused, and temporarily detain Truong Van Canh and Tran Van Hoang to investigate and clarify the act of "Disturbing public order". Canh and Hoang were accused of breaking into the office of the Chairman of the People's Committee of Trung Thanh Commune to beat people.
Previously, at around 9:30 a.m. on October 3, Truong Van Canh (born in 1985, from hamlet 5, Trung Thanh commune; currently residing in Dang Luu hamlet, Nam Thanh commune) drove a 4-seat white car with license plate 37A-449.80 from National Highway 7B to hamlet 5, Trung Thanh commune.

When arriving at the drainage project site in Cau Da area, intersection of hamlet 5, Trung Thanh commune, because the culvert was newly built, Mr. Duong Ngoc Tu, the project manager, did not allow the vehicle to pass, but Canh still tried to drive through. Afterwards, Canh and Mr. Tu got into a scuffle and fell on the road.
Then, Canh called Tran Van Hoang (born in 1978, residing in Hung Loc, Vinh City) to beat Tu. About 10 minutes later, Hoang arrived and used a three-section stick to beat Tu. Tu was scared and ran into the room of the Chairman of the People's Committee of Trung Thanh Commune to hide.

Hoang continued to chase into the room, using a three-section stick to hit Tu, but was stopped by everyone. At this time, Canh and some people gathered in front of the People's Committee gate to pressure Tu to come out and apologize.
About 15 minutes later, Mr. Tu went to the gate of Trung Thanh People's Committee and knelt down to apologize, but Canh did not agree and continued to curse and threaten Mr. Tu. At the same time, Tran Van Hoang suddenly ran up and used a three-section stick to hit him on the head, causing injuries.
